Abstract

This study aims to examine the implementation strategy of the SOLISPARES Model in developing human resources of the Indonesian Air Force (IAF) to foster excellent character and high competence among personnel. The SOLISPARES Model integrates five core dimensions: Personal Excellence, Interpersonal Capital, Organizational Excellence, Communal Collaboration, and Everlasting Glory. Each dimension is embedded with essential values—such as honesty, trustworthiness, discipline, loyalty, justice, and continuous learning—that collectively build a holistic framework for character and competence development. Employing a qualitative research method with a case study approach, this research was conducted within IAF educational and training institutions. Data were gathered through in-depth interviews with key stakeholders, participatory observation, and analysis of official strategic documents. Findings reveal that successful implementation of the SOLISPARES Model is determined by visionary leadership, strong organizational policy support, structured mentoring, and a continuous evaluation system. The application of the model significantly improved personnel’s integrity, discipline, teamwork, and technical expertise. The study recommends institutionalizing the SOLISPARES Model into the IAF’s human resource development curriculum as a long-term strategy to enhance institutional competitiveness, operational readiness, and resilience in the face of modern defense challenges.

Abstract

This study discusses the Strategy for Developing an Air Defense Integrated System (ADIS) based on Artificial Intelligence (AI) in realizing a strong national air defense. The purpose of this study is to analyze the capabilities of ADIS, the use of AI technology and its development strategy in supporting the realization of a strong national air defense system. The method used is SSM analysis as the main method, the supporting method applied is Analytical Hierarchy Process (AHP). The results of the study indicate that the AI-based ADIS development strategy is an ecosystem model that can realize a solid, strong, independent, and sovereign air defense system, which is in accordance with the structure and characteristics of the Indonesian nation as an archipelagic country. The strategy for developing a strong air defense includes the formation of the National Air Defense System Posture (Sishanudnas) and System Integration, human resources (HR) in line with effective airspace management, accompanied by a doctrine that is able to adapt to the demands of technological progress and changes in the strategic environment that is always dynamic, and related to organizational aspects.

Abstract

The increasingly complex and dynamic security environment has intensified the demand for professionalism among military personnel, including those of the Indonesian Air Force (TNI AU). While military professionalism has traditionally been associated with technical competence and operational readiness, recent developments indicate that interpersonal capabilities play a critical role in shaping professional conduct. This study aims to examine the role of interpersonal capital as a foundational element of professionalism among TNI AU personnel. This research employs a qualitative descriptive approach to explore how interpersonal capital—comprising leadership, trust, integrity (amanah), teamwork, and interpersonal communication—contributes to the development of military professionalism. Data were collected through semi-structured interviews with personnel and officials involved in education, training, and human resource development within the TNI AU, complemented by document analysis of relevant policies, training guidelines, and institutional reports. The data were analyzed using qualitative techniques involving data reduction, thematic presentation, and inductive conclusion drawing, with source triangulation applied to ensure data credibility. The findings reveal that interpersonal capital plays a significant role in shaping professionalism among TNI AU personnel. Leadership emerges as the most influential element, functioning as a primary channel for transmitting professional values and norms. Trust and integrity foster responsibility, internal discipline, and commitment beyond formal supervision, while effective teamwork and interpersonal communication enhance coordination, cohesion, and operational effectiveness. The study also finds that interpersonal values have been implicitly embedded in the education and training system of the TNI AU, although their effectiveness remains highly dependent on leadership example and organizational culture. This study concludes that interpersonal capital constitutes a fundamental pillar of military professionalism. Strengthening interpersonal capital through more structured and systematic integration into education and training programs is therefore essential for fostering sustainable professionalism and enhancing organizational effectiveness within the Indonesian Air Force.
