Abstract

The Ministry of Health requires every health facility in Indonesia to maintain electronic medical records based on Minister of Health Regulation (Permenkes No.24/2022). However, the use of EMR in Indonesia still finds many obstacles in user acceptance based on UTAUT 2 method. This research aims to assess the implementation of EMR on user acceptance in hospitals. The research uses a literature review method by reviewing 30 journal articles published between 2020 until 2024, which were retrieved via Google Scholar. 4 eligible articles were selected. The results show that there are factors that influence user acceptance based on the UTAUT 2 Model, which is performance expectations, effort expectations, social influence, facilitating conditions, hedonic motivations, price values and habits influence the behavior intentions and Use Behavior of EMR users. In several studies, there are moderating variables such as age, gender and work experience that influence the relationship between constructs that build user intentions and behavior. This research to encourage all health facilities to carry out evaluations in optimizing the use of EMR.

Abstract

Latar Belakang: Transformasi dari rekam medis manual ke Rekam Medis Elektronik (RME) menjadi bagian penting dari modernisasi layanan kesehatan berbasis teknologi informasi. Meskipun telah menjadi prioritas Kementerian Kesehatan, implementasi RME di sejumlah daerah, termasuk Kalimantan Timur, belum optimal. RS Siaga Al Munawwarah Samarinda mulai menerapkan RME sejak tahun 2023, namun aspek penerimaan pengguna belum sepenuhnya diperhatikan. Tujuan: untuk menganalisis pengaruh persepsi pengguna terhadap perilaku penggunaan RME berdasarkan model UTAUT 3, dengan fokus pada ekspektansi usaha dan kualitas sistem informasi. Metode: Penelitian menggunakan desain kuantitatif cross sectional dan dianalisis dengan SEM-PLS. Sampel terdiri dari 73 tenaga kesehatan yang dipilih dengan teknik disproportionate random sampling dan data dikumpulkan melalui kuesioner Likert. Hasil: ekspektansi usaha dan kualitas sistem informasi berpengaruh langsung terhadap perilaku pengguna. Ekspektansi usaha juga memengaruhi perilaku pengguna secara tidak langsung melalui niat perilaku. Namun, niat perilaku tidak memediasi pengaruh kualitas sistem informasi secara signifikan. Niat perilaku terbukti berpengaruh langsung terhadap perilaku pengguna. Simpulan: Untuk meningkatkan Perilaku Pengguna melalui Niat Pengguna, Rumah sakit perlu memastikan sistem yang mudah digunakan, berkualitas, dan didukung pelatihan serta komunikasi untuk memperkuat niat pengguna, agar implementasi RME lebih optimal dan berkelanjutan.
