Abstract

Teknologi digital telah menjadi elemen penting dalam transformasi pemerintahan modern, terutama dalam penerapan smart governance yang berfokus pada efisiensi, transparansi, dan inovasi layanan publik. Salah satu langkah strategis dalam digitalisasi administrasi pemerintahan adalah implementasi Tata Naskah Dinas Elektronik (TNDE) yang bertujuan untuk meningkatkan efisiensi pengelolaan dokumen dan mempercepat proses administrasi persuratan. Penelitian ini bertujuan untuk mengevaluasi efektivitas penggunaan TNDE di lingkungan Inspektorat Provinsi Jawa Timur dengan menggunakan metode kualitatif deskriptif. Evaluasi dilakukan berdasarkan tiga indikator efektivitas organisasi menurut Duncan, yaitu pencapaian tujuan, integrasi, dan adaptasi. Hasil penelitian menunjukkan bahwa TNDE telah meningkatkan efisiensi administrasi persuratan dan mempercepat distribusi dokumen secara digital. Namun, beberapa kendala masih ditemukan, seperti keterbatasan infrastruktur teknologi, kesiapan sumber daya manusia, serta fitur aplikasi yang perlu dikembangkan lebih lanjut. Oleh karena itu, optimalisasi TNDE melalui peningkatan pelatihan, penguatan infrastruktur, serta pengembangan fitur yang lebih responsif sangat diperlukan untuk mendukung penerapan smart governance yang lebih efektif dan berkelanjutan.

Abstract

Kemajuan teknologi dan komunikasi yang begitu pesat  dapat mempengaruhi penyelenggaraan pada suatu perangkat daerah khususnya Bagian Organisasi Sekretariat Daerah Pemerintah Kota Surabaya yang memanfaatkan teknologi sebagai sarana digitalisasi sektor publik pada penerapan aplikasi Laki-El (Laporan Kinerja Elektronik). Demi tercapainya keberhasilan dari penerapan e-government tersebut diperlukan elemen-elemen sukses yang meliputi support, capacity serta value. Support merupakan elemen dukungan dari pimpinan maupun pegawai dalam pengembangan e-government, lalu capacity meliputi dukungan sumber daya finansial dan infrastruktur teknologi, dan value yang merupakan manfaat dari penerapan e-government tersebut. Tujuan penelitian tersebut yaitu menganalisis Penerapan e-government Aplikasi LAKI-EL (Laporan Kinerja Elektronik) Pada Bagian Organisasi Sekretariat Daerah Kota Surabaya. Penelitian dengan metode kualitatif deskriptif ini menggunakan teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur yang sesuai dengan topik penelitian. Diketahui dari hasil temuan pada penelitian yang dilakukan menunjukkan bahwa penerapan e-government aplikasi Laki-El (Laporan Kinerja Elektronik) yang diterapkan Bagian Organisasi Sekretariat Daerah Pemerintah Kota Surabaya dapat dikatakan telah diterapkan dengan baik yang dapat dibuktikan dari terpenuhinya ketiga elemen tersebut dan tidak menemukan kendala dalam pelaksanaannya.

Abstract

Food and beverage production are increasingly circulating, whether produced by large companies or small businesses. The public, as consumers, needs a guarantee of the hygiene and halalness of a product, so the Government requires a halal certificate that business actors must pocket before their products are sold. Of 479,621 new business units in East Java, 2,230 have halal certificates. The author's concern is analyzing business actors' social awareness toward halal certificates. The research was conducted with a qualitative approach, sourced from primary and secondary data. Data collection techniques are interviews, observation, and literature study. The study's results using the Social Awareness theory, which looked at the knowledge, attitude, and action aspects, found that business actors' knowledge of halal certificates and procedures was well established. However, in terms of attitudes and actions towards halal certificates, the products differed due to external factors, namely costs and management complexity. Business actors will be proactive if obtaining halal product certificates is carried out efficiently and at low costs. Even producers admit they want to avoid taking care of if they have to use personal costs. Another factor that supports the social awareness of business actors is the assistance of facilities from the Surabaya city government through the Department of Trade, both technical assistance and costs.

Abstract

In order to organize and coordinate various primary health services with a focus on meeting health service needs based on the life cycle of individuals, families, and communities, the Ministry of Health of the Republic of Indonesia has issued a Minister of Health Decree on Technical Guidelines for the Integration of Primary Health Services. Primary Health Care Integration (ILP) is an effort to bring health services closer to the community, encompassing promotive, preventive, curative, rehabilitative, and/or palliative care. The village of Tegalsari in Jember Regency has implemented the ILP program at the Posyandu (community health post) and has established a management structure within the Posyandu. On the other hand, Tegalsari Village was selected as the representative of Jember District in the 2023 East Java Provincial Posyandu Competition. The inconsistency between the village's status as a Posyandu competition representative and the gaps in Posyandu management, particularly at the Posyandu in Southern Tegalsari Village as the venue for implementing the ILP program, creates a lack of alignment. This study aims to analyze and describe co-production management in the ILP program at the Posyandu in Tegalsari Selatan Village, Jember District. The research method uses a qualitative case study with purposive sampling to determine informants. The results show that five out of seven factors of co-production management theory have been fulfilled, so two factors—lay actor management and leadership—need to be improved. There is a need to strengthen the role of Posyandu cadres through continuous training with materials aligned with the dynamics of community health issues, as an effort to enhance the competencies of Posyandu cadres. This is because the selection of Posyandu cadres in the field does not yet align with existing regulations, and there is a shift in leadership style toward situational or transformational leadership.
