Abstract

The Civil Service Police Unit or commonly abbreviated as Satpol PP is an organization that has the task and function and authority in organizing the enforcement of regional regulations and regional decisions. Satpol PP in handling street vendors changed the old pattern with a new one, namely using persuasive and humanist approach strategies. The purpose of this study is to find out how the strategy carried out in structuring, supervising and regulating street vendors (PKL) by Satpol PP with a persuasive and humanist approach method. The method used in this study is descriptive qualitative, with the location of the study at the Metro City Civil Service Police Unit office and Pasar Cendrawasi. Informants in research use purposive sampling techniques, data collection techniques with triangulation techniques and in research data collection techniques with observation, interviews and literature studies. The results of this study stated that in structuring, supervising and regulating street vendors carried out by Satpol PP using a persuative and humanist approach model is good enough, the community can change the image of Satpol PP for the better and solve problems by dialogue. The obstacles faced when implementing peruasive and humanist methods such as lack of public awareness, insufficient availability of human resources such as employees at Satpol PP Kota Metro and dense activities carried out by regional officials both formal and informal cause coordination to be less than optimal.    Keywords : Strategy; Unit; Police; Pamong; Praja.

Abstract

Drug problems are not a common problem but are something urgent, complex and a serious threat. As a form of attention from the Indonesian government, the government formed an institution, namely the National Narcotics Agency which has a legal basis, namely Law No. 39 of 2009 concerning drugs in charge of prevention, eradication of abuse and illicit trafficking of psychotropics, precursors, and other addictive substances except materials for tobacco and alcohol. . Drug users are no longer criminals according to PP 25 of 2011 concerning Self-Reporting at the Recipient Institution for Compulsory Reporting (IPWL). In this case, drug users will carry out rehabilitation both outpatient and inpatient with counseling activities. The study used the outpatient method. The purpose of this study was to determine the effectiveness of outpatient counseling at the National Narcotics Agency of Lampung Province. This study uses a qualitative method with a descriptive approach. The results of the study indicate that outpatient client counseling at the National Narcotics Agency of Lampung Province has been quite effective but facilities and infrastructure need to be improved to support the implementation of counseling. In the implementation of counseling, it is inseparable from the supporting aspects, namely having qualified and professional human resources and the use of advice and infrastructure can be maximized by the counselor for good counseling and the inhibiting aspect is related to commitment or the presence of clients who sometimes like to pass the session.   Key Words: Effectiveness, Counseling, Clients, Outpatient

Abstract

Street vendor governance in developing countries presents complex challenges between protecting economic rights and maintaining public order. This study aims to analyze stakeholder roles, relationships, and interactions in street vendor governance in Metro City, and identify supporting and inhibiting factors affecting policy implementation effectiveness. Using a descriptive-exploratory qualitative approach, data were collected through semi-structured interviews with nine informants including government agencies, vendor associations, and media, complemented by observation and documentation. Results indicate that governance involves three systematic stages: planning, implementation, and evaluation with collaborative participation from the Trade Office, Civil Service Police Unit, Public Works Office, Transportation Office, Cooperatives and SMEs Office, and vendor associations based on Regional Regulation Number 09 of 2017. Supporting factors include comprehensive regulation, cross-sector coordination, government-association synergy, and program innovations such as Kue Ping and MAPAN Store. However, governance effectiveness is hindered by inadequate infrastructure at relocation sites, vendor resistance, low legal awareness, weak public trust, and limited human resources and budget. The study recommends infrastructure improvement, enhanced communication transparency, continuous education programs, dedicated budget allocation, digitalization of monitoring systems, and balanced enforcement mechanisms to achieve sustainable street vendor governance.
