Abstract

This study discusses the development of a Standard Operating Procedure (SOP) for emergency work as a guideline for the company. The SOP template refers to the Regulation of the Minister of Administrative and Bureaucratic Reform (Permen PAN) No. 35 of 2012, using the Forum Group Discussion (FGD) method and questionnaire distribution. The research was conducted in the Technical Department of Perumda Air Minum Kota Padang, particularly in the Distribution and Production Divisions. The research stages included a literature review, a pilot study through direct observation of emergency work implementation, condition studies, and structured interviews. Based on the collected data, an initial draft of the SOP was prepared and presented in the FGD to obtain feedback. The draft was then tested through questionnaires distributed to relevant stakeholders. The results indicate that the SOP draft was complemented with additional lists according to specific needs, providing detailed descriptions of job activities that previously raised doubts regarding job functions. Respondents stated that the designed SOP sufficiently represents the company’s requirements and can serve as an initial reference before being formally implemented and legalized. The questionnaire evaluation scores ranged from 7 to 8, indicating that the SOP is effective and efficient in supporting the implementation of emergency work within the company.
