Abstract

General Background: Sustainable rural development hinges on empowering local economies, with Village-Owned Enterprises (BUMDes) serving as the primary vehicle for achieving community welfare. Specific Background: The Village Government plays a crucial statutory role as regulator, dynamizer, facilitator, and catalyst to ensure BUMDes' success, as mandated by the Village Law in Indonesia. Knowledge Gap: While the government's role is well-defined, the specific challenges encountered in operationalizing this role and their direct link to the BUMDes' success in a particular region require detailed examination. Aims: This research analyzes and describes the Village Government's multifaceted role in developing BUMDes in Ketapang Village, Sidoarjo. Results: The government actively provides capital (e.g., Rp 230 million for Califour Tourism) and technical training, but the primary constraint is the BUMDes management's lack of innovation, digital promotion skills, and general capability. Novelty: This study provides empirical evidence of how the government's four roles (Regulator, Dinamizator, Facilitator, Catalyst) interact with specific HR and financial limitations in Ketapang Village, offering precise local solutions. Implications: To achieve sustainable development, the government must shift its focus from general training to targeted capacity-building programs that specifically address human resource quality and digital literacy. Highlights: Village Government actively provides capital and regulatory support to BUMDes units. Development is primarily hindered by low human resources capability and innovation. Abstract

General Background: The shift toward Electronic-Based Government Systems (SPBE) necessitates the adoption of technology in local administration to modernize management and enhance public service delivery. Specific Background: The Larangan Village Government adopted the E-Buddy application to manage official correspondence, but its actual output on employee performance requires empirical scrutiny. Knowledge Gap: While E-Office adoption is increasing, studies validating its specific effectiveness using established organizational performance indicators, particularly at the village governance level, remain limited. Aims: This research analyzes the effectiveness of the E-Buddy application in improving employee performance at the Larangan Village Government, using Gibson’s five organizational performance indicators. Results: E-Buddy demonstrates effectiveness in two key areas: Production, by increasing work productivity through technological leverage, and Efficiency, by significantly reducing managerial time and costs, although recurring technical issues persist. Employee Satisfaction is informally acknowledged but requires formal measurement. Adaptation is gradual, and long-term Organizational Development is viewed optimistically. Novelty: This study provides the first comprehensive effectiveness assessment of the E-Buddy application against the Gibson performance framework in a village context, confirming its success primarily in technical efficiency. Implications: The findings suggest prioritizing technical infrastructure upgrades and establishing formal satisfaction metrics to maximize the application's benefits and ensure sustainable organizational development. Highlights: E-Buddy implementation successfully increased administrative production and managerial efficiency. Technical problems, such as network instability, remain the primary constraint. Abstract

General Background: Sustainable development mandates that corporations prioritize environmental stewardship, necessitating policy instruments like PROPER to promote performance beyond regulatory compliance. Specific Background: The Environmental Service of Pasuruan Regency (DLH) is tasked with providing mandatory assistance to companies participating in the PROPER program. Knowledge Gap: The actual effectiveness of this local PROPER mentoring, especially under resource constraints, remains underexplored using formal organizational effectiveness models. Aims: This study aims to analyze the Effectiveness of the PROPER Mentoring Program at the DLH Pasuruan Regency, employing M. Richard Steers' indicators: Goal Achievement, Integration, and Adaptation. Results: Goal Achievement faces significant obstacles due to a severe imbalance between the number of mentors and 50 participating companies. Conversely, Integration efforts are proactive in aligning goals and Adaptation involves active technical guidance. Novelty: This research distinctly identifies the critical constraint of human resource availability as the main barrier to achieving beyond compliance targets within the PROPER system at the regional level. Implications: To maximize effectiveness, DLH Pasuruan must urgently address the personnel gap, potentially through technology or non-technical staff mobilization, to ensure intensive mentoring and better goal attainment. Highlights Mentor-to-company ratio is severely imbalanced, hindering intensive assistance. Limited human resources directly compromise Goal Achievement and Adaptation indicators. Abstract

General Background The importance of youth as the nation's successor is underscored by national health issues, notably the alarming rise in premarital sexual activity, necessitating robust public health programs. Specific Background In response to Ministry of Health Regulation No. 25/2014, the Youth Posyandu Program was initiated in Pasuruan City as a community-based effort to address adolescent health. Knowledge Gap Despite strong policy support, the actual success of this program at the village level (Kelurahan Petahunan) remains unevaluated against implementation theory. Aims This qualitative descriptive study aims to determine the implementation status of the Youth Posyandu Program in Petahunan Village based on Edward III's model (communication, resources, disposition, and bureaucratic structure). Results Findings indicate that the implementation remains unsatisfactory across all four variables. Key shortcomings include deficiencies in communication delivery and, crucially, the absence of a formal Standard Operating Procedure (SOP) within the bureaucratic structure. Novelty This study provides a specific field assessment of a vital public health program using a proven policy implementation model, revealing structural and communicational weaknesses at the sub-district level. Implications Local policymakers must prioritize the development of formal SOPs and improve communication strategies for sustainable program execution. Highlights: Implementation of the Youth Posyandu Program in Petahunan is unsatisfactory based on four key variables. Deficiencies were found in communication delivery to the target youth audience.
