Abstract

Abstract Trailer operations in Pontianak play a crucial role in goods distribution and regional economic growth, yet their activities impact traffic safety and road flow. This research aims to analyze public perceptions of trailer presence, examine operational time restriction regulations based on applicable laws, and evaluate the effectiveness of supervision to minimize negative impacts of trailers on road user safety in Pontianak. The research employs juridical empirical methods with a qualitative approach. Data were collected through literature study of traffic and road transport regulations, and in-depth interviews with Pontianak City Transportation Department, trailer drivers and business owners, and road users. Data analysis was conducted descriptively and prescriptively. Research findings indicate that Pontianak residents' perceptions of trailers tend to be negative, particularly on main roads such as Jalan Imam Bonjol. The public perceives trailers as causing traffic congestion, road infrastructure damage, and safety risks on narrow roads with high population density. Trailer operational time restrictions are based on Law No. 22 of 2009, Mayor Regulation No. 48 of 2016, and Minister of Transportation Regulation No. PM 19 of 2021, which prohibit 6-wheel and above trailers from operating during 05.00-08.30 and 15.00-22.00, and 40-foot containers during 05.00-22.00. However, violations still frequently occur due to lack of legal awareness. Supervision is conducted by the Transportation Department in collaboration with joint teams of Traffic Police and Military Police, but effectiveness remains suboptimal due to limited personnel, inadequate inter-agency coordination, and low business operator compliance. The research recommends enhancing regulation socialization, strengthening supervision systems through additional personnel and technology utilization, providing supporting infrastructure such as dedicated trailer lanes, and increasing legal awareness and business operator discipline. Keywords: Trailer, Traffic, Road Safety, Heavy Vehicle Operations Abstrak Operasional trailer di Pontianak berperan penting dalam distribusi barang dan pertumbuhan ekonomi daerah, namun aktivitasnya berdampak pada keselamatan lalu lintas dan kelancaran jalan. Penelitian ini bertujuan menganalisis persepsi masyarakat terhadap kehadiran trailer, mengkaji pengaturan pembatasan jam operasional berdasarkan peraturan berlaku, serta mengevaluasi efektivitas pengawasan untuk meminimalkan dampak negatif trailer terhadap keselamatan pengguna jalan di Pontianak. Penelitian menggunakan metode yuridis empiris dengan pendekatan kualitatif. Data dikumpulkan melalui studi kepustakaan terhadap peraturan perundang-undangan terkait lalu lintas dan angkutan jalan, serta wawancara mendalam dengan Dinas Perhubungan Kota Pontianak, pengemudi dan pemilik usaha trailer, serta masyarakat pengguna jalan. Analisis data dilakukan secara deskriptif-preskriptif. Hasil penelitian menunjukkan persepsi masyarakat Pontianak terhadap trailer cenderung negatif, terutama di jalan utama seperti Jalan Imam Bonjol. Masyarakat menilai trailer menimbulkan kemacetan, kerusakan infrastruktur, dan risiko keselamatan pada jalan sempit dengan kepadatan tinggi. Pengaturan pembatasan jam operasional trailer didasarkan pada UU No. 22 Tahun 2009, Perwal No. 48 Tahun 2016, dan Permenhub No. PM 19 Tahun 2021, yang melarang trailer roda 6 ke atas beroperasi pada jam 05.00-08.30 dan 15.00-22.00, serta kontainer 40 feet pada jam 05.00-22.00. Namun, pelanggaran masih sering terjadi karena kurangnya kesadaran hukum. Pengawasan dilakukan Dinas Perhubungan bersama tim gabungan Satlantas dan TNI Provos, tetapi efektivitasnya belum optimal karena keterbatasan personel, koordinasi antar instansi yang belum maksimal, dan rendahnya kepatuhan pelaku usaha. Penelitian merekomendasikan peningkatan sosialisasi peraturan, penguatan sistem pengawasan melalui penambahan personel dan pemanfaatan teknologi, penyediaan infrastruktur pendukung seperti jalur khusus trailer, serta peningkatan kesadaran hukum pelaku usaha.
