Abstract

Dalam  sejarah  peradaban  manusia,  telah  banyak  bermunculan  inovasi-inovasi  (Ide, gagasan,  teknologi)  baru  yang  membuat  suatu  peradaban  lebih  maju.  Inovasi  ini  tentunya membutuhkan  penyebaran  agar  dapat  di  adopsi  dalam  suatu  sistem  social.   Penyebaran ide-ide  ini  disebut  dengan  Difusi  inovasi.  Berdasarkan  jurnal  yang  berjudul  “Konsep Inovasi  dalam  Islam  Menurut  Pandangan  Asatizah  Inovatif.”  teori  Difusi  ini  juga  harus ditilik  dari  segi  perspektif  islam  agar  sesuai  dengan  Syariat  yang  ditetapkan  didalam  Al-Quran  baik  dari  segi  proses  maupun  tahapan  dalam  penerapannya.  Metode  penelitian dengan  studi  kepustakaan  ini  akan  menelusuri  proses  terjadinya  difusi  inovasi  dan  bagaimana pandangan  Islam  dalam  menghadapai  difusi  inovasi.

Abstract

Limited economic diversification in rural communities often results not from the absence of natural resources, but from insufficient community capacity to transform local potential into products with economic value. This community service program aims to optimize the natural resources of Matang Baloy Village through the development of micro, small, and medium enterprises (MSMEs) based on banana stem chip innovation as an effort to empower rural women. The program employed a Participatory Action Research (PAR) approach, actively involving the community—particularly groups of housewives—throughout the stages of problem identification, program planning, action implementation, and activity evaluation. Data were collected through participatory observation, focus group discussions, and continuous mentoring during the training and production processes. The results indicate an improvement in community knowledge and skills in processing banana stems into marketable food products, along with the growing readiness of women’s groups to develop home-based enterprises. Beyond generating product innovation, the program also encouraged positive changes in community attitudes toward the utilization of local natural resources that had previously been underused. The PAR approach played a crucial role in bridging the gap between natural resource potential and community capacity, while strengthening women’s roles as key economic actors at the village level. The conceptual model of PAR–natural resources–MSMEs–women’s empowerment developed in this program demonstrates that innovation based on local potential can serve as a sustainable empowerment instrument when supported by participatory processes.

Abstract

Foreign media coverage of the Aceh flood crisis in November 2025 generated critical narratives regarding the Indonesian government’s disaster policy response. These narratives shaped not only international perceptions but also domestic public opinion through the mediation of opinion leaders. The objective of this article is to examine foreign media framing of the government’s response and to analyze the role of opinion leaders in interpreting and disseminating these frames within national public discourse. A qualitative approach was employed using Robert N. Entman’s framing analysis and the two-step flow of communication framework. Data were collected from foreign media reports published by Asia News Network, Lowy Institute, and The Straits Times, supported by official government documents as comparative data. The analysis focused on problem definition, causal interpretation, moral evaluation, and policy implications. The findings indicate that foreign media frame the Aceh flood as a humanitarian and structural crisis, while portraying government responses as slow and poorly coordinated. Opinion leaders play a significant role in reinforcing these frames in domestic discourse. These results highlight the importance of transparent, responsive, and structurally oriented disaster governance..
