Abstract

ABSTRAKDevelopment at the sub-district level requires careful and systematic planning, especially in determining strategic projects that suit the needs of the community. So far, the process of determining projects is often still subjective so that it can cause a mismatch between the needs of the community and the chosen project. Based on this, this study aims to design and implement a hybrid-based decision support system by combining Simple Additive Weighting and Weighted Product methods to assist the process of determining strategic projects in the Development Economics Section of Pinang District. The Simple Additive Weighting method is used to calculate the weight of the assessment linearly while the Weighted Product method considers the aspect of proportional multiplication between criteria so as to produce a more comprehensive calculation. In this study, there are five main criteria used, namely priority needs, project costs, implementation time, project benefits, and community support, as well as six alternative project proposals. The calculation results showed that the alternative Kampung Terang Development (A6) obtained the highest combined score, so it was recommended as a priority project. The hybrid model applied has been proven to improve accuracy and objectivity in the decision-making process related to the determination of strategic projects in the region.Pembangunan di tingkat kecamatan memerlukan perencanaan yang matang dan sistematis, terutama dalam menentukan proyek strategis yang sesuai dengan kebutuhan masyarakat. Selama ini, proses penentuan proyek sering kali masih bersifat subjektif sehingga dapat menimbulkan ketidaksesuaian antara kebutuhan masyarakat dengan proyek yang dipilih. Berdasarkan hal tersebut, penelitian ini bertujuan untuk merancang dan menerapkan sistem penunjang keputusan berbasis hybrid dengan menggabungkan metode Simple Additive Weighting dan Weighted Product untuk membantu proses penentuan proyek strategis pada Seksi Ekonomi Pembangunan Kecamatan Pinang. Metode Simple Additive Weighting digunakan untuk menghitung bobot penilaian secara linear, sedangkan metode Weighted Product mempertimbangkan aspek perkalian proporsional antar kriteria sehingga menghasilkan perhitungan yang lebih komprehensif. Dalam penelitian ini, terdapat lima kriteria utama yang digunakan, yaitu prioritas kebutuhan, biaya proyek, waktu pelaksanaan, manfaat proyek, dan dukungan masyarakat, serta enam alternatif usulan proyek. Hasil perhitungan menunjukkan bahwa alternatif Pembangunan Kampung Terang (A6) memperoleh skor gabungan tertinggi, sehingga direkomendasikan sebagai proyek prioritas. Model hybrid yang diterapkan terbukti dapat meningkatkan akurasi dan obyektivitas dalam proses pengambilan keputusan terkait penentuan proyek strategis di wilayah tersebut.
