Abstract

This research focuses on the implementation of stunting prevention policies in Enggano Island, North Bengkulu Regency, with special attention to policy determinants in remote areas. To understand the complexity and dynamics of interactions between factors that influence the success of health policies in this hard-to-reach area, this research uses a qualitative explanatory approach with case study methods and dynamic system modeling. The results show that the success in reducing stunting rates on Enggano Island cannot be separated from the active involvement of various parties, including the government, health workers, and community leaders, who all work together in monitoring, educating, and providing additional food to children at risk of stunting. In addition, utilizing local wisdom has been shown to play an important role in strengthening households' adaptive capacity to this health problem, which in turn contributes to reducing stunting rates. Policy support complemented by good management also allows for more effective collaboration between actors, thus facilitating policy implementation. This research provides new insights into the importance of integrating local values and cross-sectoral cooperation in addressing health challenges in remote areas. The findings also emphasize that a holistic and adaptive policy approach is necessary for successful stunting management, especially in areas with limited access and resources.

Abstract

This study analyzes the response of beneficiaries to DPRD oversight communication in the implementation of Lubuk Linggau Mayor Regulation Number 44 of 2021 regarding Guidelines for Providing Social Assistance for Condolence and Funeral Money. The research objective is to measure the beneficiaries' perspective on legislative oversight effectiveness using (William N Dunn 2003) five-dimensional framework: effectiveness, efficiency, adequacy, equity, and responsiveness. The research method uses a descriptive quantitative approach with 49 valid respondents from DPRD oversight activities. Instruments include structured questionnaires with 3-point Likert scale, participatory observation, and Focus Group Discussions. Results show overall mean score of 2.255 in "Adequately Implemented" category but with significant polarization where 43.5% of respondents rated "Poorly Implemented". The effectiveness dimension scored worst (2.357), followed by adequacy (2.347), while responsiveness showed best performance (2.122). Hypothesis testing shows main hypothesis rejected, indicating fundamental policy communication failure and need to strengthen DPRD oversight.

Abstract

This study analyzes participatory communication strategies in the formulation of the Regional Regulation (Perda) concerning the Implementation of Islamic Boarding Schools in Lubuk Linggau City using Riant Nugroho's Participatory Policy Communication model. The urgency of this research is based on the strategic contribution of Islamic boarding schools and the lack of specific regional regulations. A descriptive qualitative method was used to examine the implementation of four main strategies. The results show that the Perda formulation process was participatory, transparent, and accountable. This was realized through: (1) Informative Strategy (transparency through official and local media); (2) Consultative Strategy (structured formal consultations such as FGDs and Public Hearings); (3) Deliberative Strategy (the Regional People's Representative Council (DPRD) acts as a neutral facilitator ensuring equal positions in dialogue); and (4) Collaborative Strategy (creating synergy through structured feedback loops, capacity building, and field verification). The comprehensive implementation of these four strategies ensures that the resulting Perda has substantial legitimacy because it is the product of a co-creation process that fully involves the Islamic boarding school community as the main stakeholder.

Abstract

Public communication plays a crucial role in ensuring the effectiveness of legislative oversight in the implementation of regional fiscal policies. This study analyzes public communication within the context of the Regional House of Representatives (DPRD) of Lubuklinggau City’s oversight of the implementation of Regional Regulation No. 12 of 2023 concerning Regional Taxes and Levies, from the perspective of policy targets. Employing a descriptive quantitative approach with a survey method, the study involved 88 respondents out of 100 participants in regional legal product oversight activities. Data were collected through a structured questionnaire measuring five dimensions of policy communication based on William N. Dunn’s evaluation criteria: effectiveness, efficiency, adequacy, equity, and responsiveness. The results indicate that public communication in the oversight of the regulation is moderately implemented, with an average score of 2.14 on a 3.00 scale. The dimensions of effectiveness and efficiency show relatively strong performance (means of 2.31 and 2.28), while adequacy, equity, and responsiveness remain at a moderate level, tending toward underperformance (means of 2.08, 2.01, and 2.03, respectively). These findings suggest the need to strengthen participatory communication mechanisms and enhance transparency in the fiscal policy oversight process to ensure democratic accountability and responsiveness to community needs.
