Abstract

The shift in the concept of a human resources-based workforce management system for human capital provides a new discourse that employee development programs should be compiled comprehensively through a detailed system from the Manpower Procurement Planning Process, Selection, to the Employee development process and along their career. This study aims to design and describe talent acquisition design based on the principle of individual development. The research design uses a qualitative design that focuses on the field of research & and development that focuses on the talent acquisition applied system development model and is integrated based on the principle of an individual development plan. They start with scope identification, GAP Analysis, Requirement Analysis, System Literature Study, System Integration and design, and end with a group discussion forum. The results of this research resulted in a design to develop a talent acquisition system that is oriented towards individual development. This system is a combination of many approaches that correlate with the stages of talent management, so the procedure for implementing talent acquisition is not only about HR recruitment but also the management and development of HR competencies and careers.

Abstract

The potential development of the beauty product industry in Indonesia is considered very attractive. The beauty products industry and trade in Indonesia is projected to increase by USD 7.5 billion with a growth of 6.5% annually for the next five years. The huge potential in the cosmetics retail business is considered to trigger the emergence of competition, especially in the supply chain system which has implications for product affordability to consumers. So that this becomes an interesting condition for research to be carried out as well as efforts to provide certain improvement treatments so that there is an improvement in the flow of the supply system in the object company. In this study, 3 layers of the research process will be carried out, namely observing and describing the existing supply chain system in the research object company, improving and treating the supply chain system using a lean six sigma model with stages of define, measure, analyze, improve, control (DMAIC), and make observations as well as measure the results of improvement using 4 (four) balanced scoredcard performance indicators. Data mining using observation methods, interviews, scoring key performance indicators in each perspective, and study of company operational administration data. Based on the results of study, the supply system based on 4 balanced scoredcard indicators still has shortcomings, namely in the value of debt-to-equity ratio, quantity and customer quality, internal business organization, and personnel accountability. The recommendation is that this study can have an improving effect on the object company and also be a reference for other companies specifically with the same segmentation.

Abstract

Almost all regions have adjusted the ASB document, but it has not yet been fully used as a basis for preparing the Regional Budget (APBD). This study aims to examine the influence of rational aspects, system improvements, changes in budget behavior, and the dominance of technocratic logic on the implementation variables of ASB adjustments. The methodology uses a mixed approach, with quantitative results as an instrument for criticizing the phenomena that occur. A field study in local governments in Central Java, 101 respondents representing positions were selected by purposive sampling based on the criteria of having been involved in the preparation of ASB. The analysis tool used was SmartPLS 4. The results showed that all independent variables, partially and simultaneously, had a significant positive effect on the dependent variable. This finding proves the continued validity of New Institutional Theory, especially the concept of isomorphism in the ASB adjustment process. However, this study also shows a decoupling phenomenon, where administrative compliance is not directly proportional to its substantial use in regional budgeting. These results imply the need for policy reorientation from merely fulfilling legitimacy to strengthening the integrity of real budgeting data.
