Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan peran kepolisian sebagai penyidik dalam Tindak Pidana Penggelapan Jabatan di Kepolisian Daerah Sulawesi Selatan dan Faktor penghambat pelaksanaan peran Kepolisian sebagai penyidik tindak pidana penggelapan jabatan di Kepolisian Daerah Sulawesi Selatan. Metode penelitianayang di gunakan adalah penelitian Hukum Yuridis Empiris. Hasil penelitian menunjukkan bahwa peran kepolisian sebagai penyidik dalam tindak pidana penggelapan jabatan di Kepolisian Daerah Sulsel belum berjalan secara optimal, diakibatkan julam kasus dalam proses penanganan di tahap penyelidikan berbeda dengan jumlah kasus di tahap penyidikan. Dan Faktor yang menghambat pelaksanaan alam penyidikan Kepolisian Daerah Sulawesi Selatan tindak pidana Penggelapan Dalam Jabatan bersumber daridua factor, yaitu: Faktor Intern dan Faktor Ekstern.Faktor intern dipengaruhi Sumber Daya Manusia, dan Sarana dan Prasana. Faktor ekstern, adalah factor yang menghambat pelaksanaan penyidikan yang bersumber dari pelapor dan terlapor. Faktor tersebut dipengaruhi, kesadaran hukum Masyarakat dan budaya. This study aims to determine the implementation of the role of the police as investigators in the crime of embezzlement in the South Sulawesi Regional Police and the inhibiting factors in carrying out the role of the police as investigators for the crime of embezzlement in the South Sulawesi Regional Police. The research method used is Empirical Juridical Law research. The results of the study show that the role of the police as investigators in the crime of embezzlement at the South Sulawesi Regional Police has not run optimally, due to the fact that the number of cases in the process of handling at the investigation stage is different from the number of cases at the investigation stage. And the factors that impede the implementation of the nature of the investigation by the South Sulawesi Regional Police on the crime of embezzlement in office originate from two factors, namely: Internal factors and external factors. Internal factors are influenced by human resources, and facilities and infrastructure. External factors, are factors that hinder the implementation of investigations originating from the reporter and the reported. These factors influenced the legal awareness of society and culture.

Abstract

The advancement of information technology in the era of Industry 4.0 requires public services to adapt at all levels, including the Village and Community. Perumahan Metro Munjul, a densely populated area with high social and economic activity, faces challenges in population administration that are still carried out manually using registration books. This results in non-integrated data, slow service, risk of data duplication, and lack of transparency. This community service activity, conducted through Kuliah Kerja Nyata (KKN), aims to improve the effectiveness of village administration by implementing a digital-based resident data system. The implementation method uses a participatory and applied approach, including stages of preparation, development of a smartphone-based application (web/mobile), migration of manual data to digital format, training for village officials, and the creation of Standard Operating Procedures (SOP). The results of this activity show that the implementation of a digital application can speed up the process of recording and providing administrative services, securely integrate resident data in the cloud, and improve public transparency. Program evaluation indicates an increase in the competence of village officials in managing digital data, making administrative services in Perumahan Metro Munjul more effective, accurate, and responsive to residents' needs.
