Abstract

Guraping Village has significant potential for sago commodities as a traditional food source and local economic driver; however, its management remains individual, traditional, and institutionally weak. This community service project aims to optimize the institutional governance of sago MSMEs through organizational strengthening, human resource capacity building, application of appropriate technology, and partnership networking to build an independent economic ecosystem in Guraping Village, Oba Utara District, Tidore Islands City. The participatory method consisted of four integrated stages: socialization, management and financial bookkeeping training, production technology application (distribution of grating machines, fornos, and jacks), and continuous mentoring and evaluation involving 32 sago MSME actors in 2026. The results indicated an increase in active participation from 24 to 32 actors. Establishing an SOP-based group institutional structure and structured financial recording effectively mitigated sectoral ego issues and improved accessibility to formal banking (bankability). Technology application reduced processing time, boosted production output, and ensured product hygiene and quality consistency. Institutional optimization combined with pentahelix synergy successfully transformed traditional household-based sago MSMEs into competitive, digitally-oriented, and sustainable business units that strengthen local food security.
