Abstract

This research is motivated by the suboptimal implementation of JAKEVO, including limited socialization, minimal evaluation and training, and a low number of active users. Cultural barriers and digital inequality also hinder the adoption of this technology. Additionally, the lack of a complaint-handling mechanism may reduce user satisfaction and harm the program’s image. This study employs a qualitative descriptive approach, with data collection methods including interviews, observations, and literature studies. In-depth interviews were conducted with two key informants and three expert informants. The findings indicate that the implementation of the Jakarta Evolution (Jakevo) Program in Pademangan District has been relatively successful but still faces several challenges. According to George Edwards III’s theory, four key factors influence its implementation: communication, resources, disposition, and bureaucratic structure. The main obstacles include insufficient socialization, limited human resources and technological infrastructure, and resistance from government officials toward the digital system. Additionally, rigid bureaucracy and lack of optimal inter- agency coordination hinder service efficiency. To address these issues, the government has enhanced socialization efforts, conducted staff training, and improved infrastructure and coordination. These efforts are expected to optimize Jakevo’s implementation and maximize its benefits for the community
