Abstract

This study aims to describe in detail the role of the North Sumatra Natural Resources Conservation Center (BBKSDA) in handling the Tapanuli Orangutan conflict in South Tapanuli.The research method in this study is qualitative research with a descriptive approach. Data collection was used by interview, observation, and documentation techniques. The results of the study show that the North Sumatra Natural Resources Conservation Center (BBKSDA) is a regulator, dynamizer and facilitator. As a Regulator, the Natural Resources Conservation Center (BBKSDA) performs its role in accordance with the Regulation of the Minister of Forestry of the Republic of Indonesia Number: P. 53/MENHUT-II/2014 concerning Amendments to the Regulation of the Minister of Forestry Number: p.48/MENHUT/2008 concerning Guidelines for Conflict Management Between Humans and Wildlife. As a dynamizer, it does not carry out empowerment, counseling and training for regional communities and arranges monitoring schedules and develops monitoring to each conflict-prone village. As a facilitator in conflict mediation and the development of alternative livelihoods for people affected by the conflict, it is not carried out, does not facilitate the facilities and infrastructure that support the process of handling conflicts and prepares competent human resources in handling conflicts. Therefore, it is necessary to collaborate between stakeholders, both government and non-government, one of which is the Sumatra Orangutan Lestari Foundation – Orangutan Information Center (YOSL-OIC).
