Abstract

COVID-19 vaccination must be given to the elderly group (> 60 years) because it is at high risk of being infected with COVID-19 with a high mortality rate. This study aims to analyze the implementation of government policies in reducing the spread of COVID-19 through accelerating vaccines for the elderly ( elderly) in Indonesia, and this study used a qualitative research method. The data sources for this research were online news media and the Nvivo 12 plus application as software for data analysis. The results of the study showed that the factors causing the slow process of vaccination for the elderly were lack of socialization regarding COVID-19 vaccination, hoax news related to vaccination, limited access to vaccine services, and comorbidities or comorbidities for the elderly. Vaccination for the elderly group was carried out by classification. Tasks through the central Government were then handed over to the provincial Governor and district and city governments, according to the bureaucratic structure such as the UPTD puskesmas in every region in Indonesia.

Abstract

General elections are interpreted as a concrete manifestation of the implementation of democracy in Indonesia. However, the use of the Presidential Threshold is a matter of debate ahead of the 2024 General Election. The issue related to the Presidential Threshold has become a hot issue reported by the Indonesian media. The media have an essential role in shaping public narratives related to policymaking. The part of public records can create collective awareness by providing information about actors' choices in making a policy decision. This study aims to analyze how policymaking actors in Indonesia make decisions regarding using the Presidential Threshold in the 2024 General Election seen from the public narrative formed in the media. A Narrative Policy Framework (NPF) study will be conducted to describe and explain the structure of political narratives in policymaking. This study uses a qualitative research method with a QDAS (Qualitative Data Analysis Software) approach. The data sources in this study came from reputable online media in Indonesia. Research findings show that the government's attitude toward the House of People's Representatives (DPR) as policymakers does not waver towards implementing the 20% Presidential Threshold in the upcoming 2024 elections. However, the narrative built on the media regarding implementing the Presidential Threshold is more dominated by the contrast. This is inseparable from the political interest ahead of the 2024 general election. Namely, to carry and win presidential and vice-presidential candidates who are supported by each political actor involved.

Abstract

The purpose of this study is to analyze the implementation of downstream tourism policies, as well as examine the role of actors in the framework of the Penta Helix, which includes the government, academia, the business world, the community, and the media. This study uses a descriptive qualitative approach, with primary data obtained through in-depth interviews and observations, as well as secondary data from regional policy documents such as RPJMD and RIPPDA. The analysis was carried out using thematic analysis techniques, focusing on the stages of planning, implementation, and the dynamics of collaboration between actors. The results of the study show that the implementation of downstream tourism policy in the Riau Islands has been running through cross-sector programs oriented towards strengthening the creative economy, training human resources, and digitizing destination promotion. The government plays the role of policy director and main facilitator, while academics, the business world, the community, and the media have begun to collaborate in supporting the implementation of the policy. However, the level of coordination between actors still needs to be strengthened so that collaboration is more functional and sustainable. In conclusion, the application of the Penta Helix model in the implementation of downstream tourism policies in Riau Islands Province has shown significant progress towards collaborative governance. Effective collaboration is the main key in ensuring policy sustainability and optimizing the tourism potential of this archipelagic region.
