Abstract

This article discusses corruption and public services in the health sector in Kutai Kartanegara district during Rita Widyasari's leadership period (2010-2015 and 2016-2020) with the aim of analyzing and explaining the relationship between these two variables. Using a qualitative descriptive approach, the findings were obtained that the corruption that occurred in Kutai Kartanegara district was not closely related to public services in the health sector. This can be seen from several health indicators in this study, namely life expectancy, maternal mortality and infant mortality which tend to experience positive developments. The average life expectancy increased by 0.67% from 71.48 years in the first period to 71.96 years in the second period. The average maternal mortality rate decreased by 3.18% from 220 to 213 in the second period. The infant mortality rate decreased by 1.79% from 13.39 to 13.15 in the second period.

Abstract

Government Science Study Program, Faculty of Social and Political Sciences, Mulawarman University, Study of the Implementation of the Community Development and Empowerment Program in Rapak Dalam Subdistrict in 2024, under the guidance of Mr. Lutfi Wahyudi, S.Sos, M.Si. This study aims to explain the implementation of the Community Development and Empowerment Program (Probebaya) in Rapak Dalam Subdistrict in 2024. This research uses the theory of Policy Implementation by Van Metter and Van Horn by prioritizing the analysis of six important indicators, namely policy standards and objectives, resources, characteristics of implementing organizations, attitudes of implementers, communication between related organizations, and the social, economic and political environment. These six indicators are used to analyze the implementation of Probebaya in 29 RTs in Rapak Dalam Subdistrict in 2024. Furthermore, the author focuses on the development sector as one type of program that focuses on infrastructure development. The type of research used is qualitative using a descriptive approach. The results show that the implementation of the Community Development and Empowerment Program in Rapak Dalam Subdistrict in 2024 has not been realized as well as possible because there are nine out of 29 RTs that have not implemented Probebaya optimally. This happens because there are several obstacles in the implementation of several important indicators in the program, such as minimal resources, less participatory organizational characters, less contributive attitudes of implementers, and the social and economic environment that is still an obstacle.

Abstract

The advancement of information technology in the Industrial Revolution 4.0 era has encouraged the government to adopt digital-based policies through the Smart City concept to enhance the effectiveness, efficiency, and transparency of public services, including healthcare. Tarakan City, as one of the regions included in the 100 Smart City Movement program, implements this initiative at Tarakan City General Hospital (RSUKT) to realize responsive and community-oriented health services. This study analyzes the implementation of the Smart City policy in public health services at RSUKT using George C. Edwards III’s policy implementation theory, which emphasizes communication, resources, disposition, and bureaucratic structure. A descriptive qualitative method with a case study approach was applied, and data were obtained through interviews, observations, and documentation, validated using triangulation techniques. The results show that the Smart City policy positively improves the quality of services at RSUKT; inter-unit communication runs adequately, digital facilities and infrastructure are available though human resource competencies still require improvement, implementers demonstrate supportive attitudes, and the bureaucratic structure supports service delivery through well- standardized SOPs. However, digital literacy among patients and the need for ongoing digital training for health workers remain challenges. Overall, the Smart City policy in Tarakan City has enhanced the effectiveness and efficiency of public health services, but long-term sustainability requires strengthening human resource capacity and improving public digital literacy.
