Abstract

This research is motivated by the problem of the effectiveness of the BKKBN Banten Province family planning program in realizing quality families in Serang City based on Law Number 52 of 2009 concerning Population Development and Family Development. The identification of the research problem is how effective is the BKKBN Banten Province KB program in efforts to realize quality families in Serang City? and what are the factors that influence the effectiveness of the BKKBN Banten Province KB program and solutions in facing obstacles to realizing quality families in Serang City. The theory used is the theory of legal effectiveness and the theory of the welfare state. The method used is empirical juridical, the research specifications used are descriptive qualitative. Using research data sources in the form of primary data and secondary data. Meanwhile, the data collection technique used in this study uses literature studies and field research. The data analysis used is a qualitative descriptive approach. The results of this study indicate that the family planning program from the BKKBN of Banten Province has been quite effective in realizing quality families in Serang City. The conclusion of this study is that the effectiveness of the KB program in realizing quality families in Serang City is quite effective, this is based on a review of the effectiveness of law from Soerjono Soekanto on five aspects of legal effectiveness, namely legal factors, law enforcement, facilities and infrastructure, society, and culture. However, it still faces obstacles in cultural factors and its society. In addition, the iBangga value in Serang City is 53.41, which indicates that Serang City is in the fairly good (developing) category. This study shows the role of the government in improving the welfare and quality of life of the community. In this case, in an effort to fulfill social services through the BKKBN Banten Province family planning program which aims to realize quality families in Serang City. The obstacles faced require improvements in the legal culture factor that needs to be improved with education and socialization in order to build awareness of the Serang City community about the importance of following the family planning program in realizing quality families in Serang City.

Abstract

This study examines local community empowerment in the development of Cikolelet Tourism Village in Serang Regency based on Regional Regulation Number 8 of 2014 concerning the Master Plan for Tourism Development of Serang Regency 2014–2025. The development of tourism villages is intended to optimize cultural potential and local wisdom in order to enhance the economic and social welfare of the community, as well as to serve as a strategy for poverty alleviation through job creation and the strengthening of micro, small, and medium enterprises (MSMEs). The research focuses on the implementation of local community empowerment and the obstacles encountered in the development of the tourism village. This study employs the Theory of Development Law and the Welfare State Theory, using a juridical-empirical method with a descriptive qualitative approach. The findings indicate that community empowerment has been carried out through institutional establishment, basic tourism training, and community involvement in activities based on local potential. However, its implementation has not yet been optimal due to uneven community participation. Major constraints include limited funding, weak intersectoral coordination, low levels of community participation, and limited access to information and technology, which ultimately hinder the optimal development of community capacity.

Abstract

This study examines the role of the Department of Cooperatives, Micro, Small and Medium Enterprises, Industry and Trade of Serang City in implementing the empowerment and development of micro-enterprises in the coastal community of Karangantu based on Regional Regulation Number 3 of 2015. Employing an empirical juridical approach with a descriptive-analytical specification, this research analyzes the interaction between legal norms and their practical implementation through primary and secondary data. The findings reveal that although the regulatory framework, including Law Number 20 of 2008 and relevant local regulations, provides a comprehensive legal basis, its implementation remains suboptimal due to structural, administrative, and socio-economic constraints. Key challenges include weak institutional coordination, inadequate performance-based monitoring systems, limited access to financing and digital markets, and low community participation. These conditions indicate a significant gap between normative expectations and empirical realities. The study concludes that strengthening institutional capacity, improving participatory governance, and integrating adaptive policy mechanisms are essential to enhance the effectiveness and sustainability of micro-enterprise empowerment in coastal areas.
