Abstract

This study aims to analyze the spatial variation in land prices in areas affected by the construction of the Balikpapan–IKN Access Toll Road using the Inverse Distance Weighted (IDW) method. Land price data were obtained through field observations at 325 sample points over two observation periods: pre-construction (2017) and post-construction projection (2025). This research uses the Inverse Distance Weighted (IDW) interpolation approach. Data processing was carried out using ArcGIS and the IDW interpolation technique, which considers the influence of distance between points by assigning weights inversely proportional to the distance. The results of the study show a significant increase in land prices, with some points experiencing increases of up to 481% and an average increase of approximately 261%. Spatial analysis through interpolated maps revealed that proximity to key infrastructure, such as toll roads and arterial roads, contributed to an increase in market value. These findings provide a comprehensive overview of the impact of infrastructure development on land price dynamics and offer valuable insights for urban planning and regional development policies. The study also proposes strategic recommendations for policymakers to enhance planning and regional development based on the spatial analysis results.

Abstract

ABSTRAKKebutuhan akan lahan merupakan salah satu faktor utama dalam investasi, dimana sepanjang tahun 2022 hingga 2023 terjadi peningkatan jumlah laju alih fungsi lahan pertanian yang diiringi dengan peningkatan jumlah investasi di Kota Balikpapan. Pemicu utamanya adalah sesudah terbitnya UU Nomor 3 Tahun 2023 tentang ibu kota negara (IKN), dimana Kota Balikpapan tengah memperkuat perannya sebagai penyangga IKN Nusantara. Terdapat 23 (dua puluh tiga) perizinan persetujuan kesesuaian kegiatan pemanfaatan ruang (KKPR) untuk kegiatan berusaha yang telah diterbitkan dengan total nilai investasi sebanyak 571.180.300 rupiah dengan pemasukan ke negara sebesar 83.655.665 rupiah untuk layanan pertimbangan teknis pertanahan dan sebesar 238.402.775 rupiah untuk layanan penerbitan KKPR. Tujuan dari riset ini adalah untuk mengetahui hubungan tingkat perkembangan wilayah kecamatan di Kota Balikpapan dengan laju alih fungsi serta dan laju investasi berdasarkan perizinan KKPR yang telah terbit. Berdasarkan hasil perhitungan korelasi antar variabel yang diuji, didapatkan nilai korelasi sebesar 0,803. Nilai hasil perhitungan tersebut dikategorikan sebagai “hubungan erat” karena nilai relasi(r) berkisar antara 0,7 – 0,9. Dari penelitian ini disimpulkan bahwa perkembangan wilayah kecamatan di Kota Balikpapan berbanding terbalik dengan laju investasi serta laju alih fungsi, hal ini disebabkan oleh faktor ketersediaan lahan dan harga lahan yang terjangkau pada wilayah dengan perkembangan wilayah rendah.ABSTRACTThe need for land is one of the main factors in investment, where from 2022 to 2023 there will be an increase in the rate of conversion of agricultural land accompanied by an increase in the amount of investment in the City of Balikpapan. The main trigger was after the issuance of the Law Number 3 of 2023 concerning the State Capital, where the City of Balikpapan is strengthening its role as a buffer for the National Archipelago’s IKN. There are 23 permits for the suitability of space utilization activities (KKPR) for business activities that have been issued with a total investment value of 571.180.300 rupiah, with income to the state of 83.655.665 rupiah for land technical consideration services and 238.402.775 rupiah for activity conformity issuance services space utilization. The purpose of this research is to determine the relationship between the level of development of the sub-district area in Balikpapan City and the rate of conversion of functions and the rate of investment based on the permits for conformity of spatial use activities (KKPR) that have been issued. Based on the results of calculating the correlation between the variables tested, a correlation value of 0,803. The calculated value is categorized as a “close relationship” because the relation value (r) ranges from 0,7 – 0,9. From this study it was concluded that the development of sub-districts in the City of Balikpapan is inversely proportional to the rate of investment and the rate of conversion, this is due to the availability of land and affordable land prices in areas with low regional development.

Abstract

The growth of Balikpapan City as a pillar of the development of the Indonesian Capital City (IKN) has placed significant pressure on land use and carbon stocks. This study aims to develop a carbon stock-based land use strategy to support sustainable development. The methods used include spatial modeling with the Land Change Modeler (LCM) to predict land use changes in 2024 and 2030 and carbon stock calculations using InVEST. The analysis was conducted on two scenarios: a baseline scenario and a Protected Forest Areas (PFA) scenario. The results indicate that the conversion of shrubs and agriculture to built-up areas predominantly occurs in North and South Balikpapan, while East Balikpapan still contains forests and mangroves, which are important carbon sinks. In the baseline scenario, carbon stocks experienced a significant decline due to uncontrolled urbanization. In contrast, the PFA scenario was able to maintain and even increase carbon stocks, particularly through the protection of forests and mangroves in the eastern part of the city. Therefore, Balikpapan's development will only be sustainable if conservation-based spatial planning policies are consistently implemented through the protection of protected areas, strict monitoring, and incentive support towards a low-carbon city. Pertumbuhan Kota Balikpapan sebagai penopang pembangunan Ibu Kota Nusantara (IKN) menimbulkan tekanan besar terhadap penggunaan lahan dan cadangan karbon. Penelitian ini bertujuan mengembangkan strategi tata guna lahan berbasis stok karbon untuk mendukung pembangunan berkelanjutan. Metode yang digunakan mencakup pemodelan spasial dengan Land Change Modeler (LCM) untuk memprediksi perubahan penggunaan lahan tahun 2024 dan 2030, serta perhitungan stok karbon menggunakan InVEST. Analisis dilakukan pada dua skenario: skenario dasar dan Protecting Forest Areas (PFA). Hasil penelitian menunjukkan bahwa konversi semak dan pertanian menjadi lahan terbangun dominan terjadi di Balikpapan Utara dan Selatan, sedangkan Balikpapan Timur masih menyimpan hutan dan mangrove yang penting sebagai penyerap karbon. Pada skenario dasar, stok karbon mengalami penurunan signifikan akibat urbanisasi yang tidak terkendali. Sebaliknya, skenario PFA mampu mempertahankan hingga meningkatkan stok karbon, terutama melalui perlindungan hutan dan mangrove di kawasan timur kota. Dengan demikian, pembangunan Balikpapan hanya akan berkelanjutan apabila kebijakan tata ruang berbasis konservasi dijalankan secara konsisten melalui perlindungan kawasan lindung, pengawasan ketat, dan dukungan insentif menuju kota rendah karbon.
