<![CDATA[The issue in this research is the low adoption of SP4N-LAPOR! among the people of Tanjung Jabung Barat. Many complaints and problems are experienced by the community, yet they are still unfamiliar with SP4N-LAPOR! both in terms of concept and the existence of its application/website. The purpose of this study is to identify the communication plan implemented by Diskominfo in the adoption of SP4N-LAPOR! in Tanjung Jabung Barat, as well as the challenges encountered in the process. This study employs communication strategy theory, which includes several approaches, namely the system approach, the technology approach, and the evaluation approach. The system approach consists of three parts: design, system analysis, and creativity techniques. The technology approach includes applications, social media, and print media as communication tools. The evaluation approach consists of four aspects: policy, system design, implementation and system maintenance, and impact assessment. The participants in this study were selected using purposive sampling techniques, including Fahrzimawati, Diskominfo Head of Public Information and Opinion Rudianto, Administrative Staff, and residents of Tanjung Jabung Barat, namely William Ridho and Alfarezi. The research findings indicate that the communication strategy implemented by Diskominfo in the implementation of SP4N-LAPOR! is carried out through social media and print media. However, several obstacles hinder the adoption of SP4N-LAPOR! in the community, including low awareness levels, lack of socialization, and minimal active participation from the people of Tanjung Jabung Barat. Masalah dalam penelitian ini adalah rendahnya penerapan SP4N-LAPOR! di kalangan masyarakat Tanjung Jabung Barat. Banyak keluhan dan permasalahan yang dihadapi masyarakat, namun mereka masih belum mengenal SP4N-LAPOR! baik dari segi konsep maupun keberadaan aplikasi/website-nya. Tujuan penelitian ini adalah untuk mengidentifikasi rencana komunikasi yang diterapkan oleh Diskominfo dalam penerapan SP4N-LAPOR! di wilayah Tanjung Jabung Barat serta kendala yang dihadapi dalam proses tersebut. Penelitian ini menggunakan teori strategi komunikasi, yang mencakup beberapa pendekatan, yaitu pendekatan sistem, pendekatan teknologi, dan pendekatan evaluasi. Pendekatan sistem terdiri dari tiga bagian, yaitu perancangan, analisis sistem, dan teknik kreativitas. Pendekatan teknologi mencakup aplikasi, media sosial, dan media cetak sebagai sarana komunikasi. Pendekatan evaluasi terdiri dari empat aspek, yaitu kebijakan, perancangan sistem, implementasi dan pemeliharaan sistem, serta penilaian dampak. Informan dalam penelitian ini dipilih menggunakan teknik purposive sampling, meliputi Diskominfo Fahrzimawati, Kepala Dinas Informasi dan Opini Publik Rudianto, Staf Tata Usaha, serta warga Tanjung Jabung Barat, yaitu William Ridho dan Alfarezi.Hasil penelitian menunjukkan bahwa strategi komunikasi yang diterapkan Diskominfo dalam implementasi SP4N-LAPOR! dilakukan melalui media sosial dan media cetak. Namun, terdapat beberapa hambatan dalam penerapan SP4N-LAPOR! di masyarakat, di antaranya rendahnya tingkat kesadaran, kurangnya sosialisasi, serta minimnya partisipasi aktif masyarakat Tanjung Jabung Barat.]]>
