Abstract

This publication regarding an independent study discusses the impact of creating a mobile application on the Hillpark Sibolangit tourist destination. Meanwhile, the independent study period was carried out for 6 months from January 2024 – June 2024 at PT. Citi Asia International or Citiasia Inc. The main points in this report include basic concepts regarding smart cities, cloud computing, profitability, technology adoption theory, digital marketing theory and implementation standards in accordance with SNI ISO 37122:2019. By making a proposal as the final project of the Independent study, it can be concluded that by creating and implementing a mobile application for Hillpark Sibolangit, Hillpark Sibolangit's business potential can be increased through increasing the number of visitors, ticket sales, operational efficiency, customer satisfaction and increasing overall income. With this publication, it is hoped that readers can understand the importance of innovation and adaptation of the tourism sector to technological developments. ABSTRAK Publikasi mengenai studi independen ini membahas mengenai dampak pembuatan aplikasi mobile pada destinasi wisata Hillpark Sibolangit. Adapun periode studi independen dilakukan selama 6 bulan dari Januari 2024 – Juni 2024 di PT. Citi Asia Internasional atau Citiasia Inc. Poin-poin utama dalam laporan ini mencakup konsep dasar mengenai smart city, cloud computing, profitabilitas, teori adopsi teknologi, teori pemasaran digital dan standar implementasi sesuai dengan SNI ISO 37122:2019. Dengan membuat proposal sebagai proyek akhir dari studi Independen dapat disimpulkan bahwa dengan pembuatan dan dengan mengimplementasikan aplikasi mobile untuk Hillpark Sibolangit dapat meningkatkan potensi bisnis Hillpark Sibolangit melalui peningkatan dari jumlah pengunjung, penjualan tiket, efisiensi operasional, kepuasan pelanggan serta peningkatan pendapatan secara keseluruhan. Dengan adanya publikasi ini diharapkan bahwa pembaca dapat memahami pentingnya inovasi dan adaptasi sektor pariwisata terhadap perkembangan teknologi.

Abstract

Legal certainty for foreign investors is a crucial factor in supporting the stability and competitiveness of national investment. The establishment of the Investment Management Agency Daya Anagata Nusantara (Danantara) as Indonesia’s sovereign wealth fund marks a significant reform in national investment governance. This study aims to analyze the existence of legal certainty for foreign investors through Danantara as a manifestation of investment governance reform, using a normative juridical method with statutory and conceptual-analytical approaches. The results show that Danantara possesses legal capacity as a state investment manager capable of accommodating various foreign investment schemes such as foreign direct investment, co-investment funds, and public–private partnerships. Legal certainty is realized through the principles of regulatory clarity, freedom of contract, non-discrimination, and institutional independence. The application of the principle of equitable efficiency reflects a balance between legal certainty and social justice, consistent with the theories of Sudikno Mertokusumo and John Rawls. It is concluded that Danantara strengthens legal and justice certainty for foreign investors and serves as a strategic instrument for reforming national investment governance. It is recommended to enhance regulatory transparency and harmonization to ensure the effectiveness and sustainability of investment policies.
