Abstract

This research studied how the Covid-19 news framing in the new normal era and TVRI independence in the "Jakarta Hari Ini" program. The research method used is a qualitative method with descriptive analysis. Data collection techniques using observation, interviews and documentation. Using a purposive sampling technique, the researcher selected two informants, namely the Producer and Coordinator of the Jakarta TVRI Coverage. Check the validity of the data using source triangulation and technical triangulation. Researchers analyzed several manuscripts of Covid-19 news in the new normal era of TVRI Jakarta to find out the framing made in the news using the analytical model of William A. Gamson and Modigliani. Researchers found that the framing made by TVRI Jakarta emphasized that the public could comply with every health protocol in carrying out activities outside the home to break the chain of spread of Covid-19 in DKI Jakarta. However, the researcher considers that in the case of Covid-19 reporting in the new normal era, TVRI Jakarta is not independent because it is not between the government and the community. This can be seen in the results of the analysis of the news script, which is more dominated by news from the government. This research can enrich media studies, in particular knowing the framing of Covid-19 news in the new normal era of TVRI Jakarta and its independence in reporting.

Abstract

The purpose of this study is to describe the meaning construction of social semiotics, political relations, and modalities subtitles rhetoric. This study uses Descriptive Research Methods, Social Semiotics research analysis method MAK Halliday, with the constructivist paradigm that sees social reality, as a result of construction, and the truth is a social reality is relative. Construction of meaning as verbal analysis are: speech style is dominated by Ethos style which indicates the case as a result of political engineering Susilo Bambang Yudhoyono (SBY); defense (pledoi or white book Anas); Anas personal imaging with style feel "bulliying", as is commonly done SBY. Anas superior construction using non-verbal body language, style of speech SBY duplicated. Anas way to deliver a speech, stressing emphasis on words, phrases, and sentences, with a flat facial expression. Assessment of text-context through social semiotics indicate conflict of interests and power between SBY and Anas Urbaningrum. Style language used is sarcasm (satire) and eufismisme (smoothing). Language modality dominated by modality possibility-sure-confidence. Criticism of the attitude of the language (modality) is the absence of evidence in the trial, so that this speech could be interpreted as political propaganda, maintaining a good image Anas Urbaningrum which in the future will come back to politics after serving his sentence.

Abstract

United Nations through the International Telecommunication Union set the date of June 17, 2015 as the deadline for countries around the world to migrate from Analog Television Broadcasting to Digital Television Broadcasting--Analog Switch Off (ASO) (The Geneva 2006 Frequency Plan-GE 06 Agreement). 99 percent of the world's territories have implemented it. But Indonesia until 2017 has not been able to carry out these obligations because it is still constrained regulations that do not yet exist. Law Number 32 Year 2002 on Broadcasting does not explicitly regulate the issue. The Government through the Ministry of Communications and Information then issued two ministerial regulations namely: Ministerial Regulation Number 22/2011, on the Implementation of Terrestrial Digital Television Broadcasting of Free To Air, and Ministerial Regulation Number 23/2011 on Master Plan of Radio Frequency for Television Terrestrial Digital Broadcasting On Radio Ribbons 478 - 694 MHz. Both regulations were defeated in the judicial review in the Constitutional Court by the Institute of Community and Media Development (Incode) and also again lost in the State Administrative Court - PTUN by the Association of Indonesian Television Network-ATJI.Then the government changed the public-owned frequency paradigm into state property, the radio frequency spectrum (used as a television broadcasting channel) is a limited natural resource and national assets controlled by the state and administered by the government for maximum use for the people's prosperity in accordance with Article 33 paragraph (3) of the 1945 Constitution, and appoint LPP TVRI as the sole operator of digital frequency organizer. The Ministry of Communications and Information submitted a revision of Law Number 32 Year 2002 on Broadcasting to accommodate the regulation, but although it was decided by a vote in the Legislation Body of the House of Representatives, some losing party factions still could not accept the decision because it was considered a monopoly act against Indonesian television broadcasting, and hampered the democratization of broadcasting.
