Abstract

This study aims to review the literature concerning the role of maritime transport across three principal dimensions: efficiency, sustainability and global competitiveness. The review is expected to provide a comprehensive and multi-faceted understanding of the contributions and challenges facing the maritime transport sector within the global logistics system. This research employs a qualitative descriptive approach (literature review). This methodology is deemed ideal as it allows the study to systematically and objectively collect, analyze, and synthesize findings from a diverse range of publications. The literature was categorized based on the three core components: efficiency, sustainability, and competitiveness. The review utilizes various secondary sources, including academic journals, scientific articles, and other relevant research. The study demonstrates that maritime transport plays a vital role in integrating, ensuring the smooth flow, and guaranteeing the efficiency of the Global Supply Chain (GSC). Two key findings emerge from this analysis: operational efficiency and the sustainability aspect. Operational efficiency is significantly driven by the adoption of digitalization and automation, which are crucial for effectively reducing global logistics costs. Meanwhile, sustainability has transformed from mere regulatory compliance into a fundamental prerequisite for competitive advantage within the maritime sector.

Abstract

Indonesia, as the largest archipelagic country in the world, structurally faces acute connectivity challenges, resulting in high national logistics costs and significant price disparities between production centers in Western Indonesia and consumer regions in Eastern Indonesia. This study aims to analyze the Sea Toll Concept, a strategic maritime policy of the Indonesian Government designed to realize efficient and sustainable maritime connectivity, with the primary objective of reducing price disparities between regions. Using the Systematic Literature Review (SLR) Method and a Descriptive Qualitative approach, this study synthesizes findings from national scientific journals published between 2020 and 2025. The analysis was conducted using three theoretical frameworks: Logistics and SCM Theory, Regional Economics and Trade Theory, and Regional Development and Balance Theory. The analysis found that the Sea Toll program is strategically effective in reducing price disparities. With recorded price reductions ranging from 8% to 30% in destination areas. This success is driven by mitigating distance barriers and increasing supply stability. However, the program faces systemic constraints related to the Total Cost Concept Theory, as evidenced by statistically insignificant price changes at the retail level, indicating that front-haul savings are being absorbed by structural constraints on ground infrastructure (last-mile) and the Imperfect Market Theory. To achieve total efficiency, integrated multi-modal policies that focus on developing the back-haul economic base and addressing local market competition are required.

Abstract

The global maritime industry serves as the backbone of international trade. To address the impacts of climate change, the International Maritime Organization (IMO) has established ambitious targets, particularly through the IMO 2023 Strategy on the Reduction of GHG Emissions from Ships. The IMO holds the authority to issue regulations related to safety and marine pollution prevention, with the overarching goal of achieving net-zero emissions by or around 2050. Shipbuilding is a multi-stage manufacturing process that integrates various specialized resources, involves complex functions, and requires a high level of construction quality to ensure both safety and operational performance. The dismantling process of decommissioned vessels is referred to as ship recycling. This study employs a literature review (library research) approach, based on a systematic examination of various written sources focusing on global shipbuilding policies and theoretical frameworks. Furthermore, supportive policies are required to promote decarbonization and compliance with IMO standards (such as the Hong Kong Convention) in order to ensure that the industry remains safe, environmentally sustainable, and competitive in the global market.
