Abstract

This study employed qualitative and quantitative methods to explore on theexpectations and observations of forty-eight secondary school teachers in the Division of Balanga City on the efficiency and productivity of their Department Heads (DHs)/ Subject Group Heads (SGHs) as their immediate school leaders. Semi-structured questions were the means to finalize codes, subthemes and themes of teachers’ expectations. Path-Goal Leadership Questionnaire (PGTQ) by Indvik was adapted to suit the needs of describing the efficiency of the school leader using directive, participative, supportive and achievement-oriented indicators while Reeve’s Leadership Performance Matrix was utilized to determine the leaders’ productivity in terms of resilience, personal belief and professional ethics, student achievement, decision-making, communication, faculty development, time/task/ project management, technology, and personalprofessional learning. Based on the results, the secondary teachers expected their DHs/ SGHs to be efficient in their timely utilization of school funds to achieve the goals of the department and their commitment to motivate all employees including students to work at their best to meet the school’s objective. In addition, a total mean of 3.30 reflected agreement to DHs/SGHs’ practice of leadership efficiency being more achievement-oriented and supportive to the continual improvement of each member in the organization. Moreover, a total mean of 3.17 signified teachers’ agreement on DHs/ SGHs being productive leaders who turned plans into actions despite the challenges of a limited budget and higher expectations from the government in eliminating poverty through provision of education among all Filipino learners. The generated results may however be further improved to strong agreed observations. It was therefore recommended that this study be applied as basis to develop enduring and effective strategies to minimize and eventually eliminate wastage in education. Hence, further studies may be conducted to generate wider perspectives and determine other underlying phenomena on the culture of leadership in Bataan in relation to the economics of education.
