Abstract

The Samapta Patrol is a policing activity focused on preventive actions to reduce crime rates and ensure public security and order (Harkamtibmas). This study aims to analyze the implementation of the Samapta Patrol as a preventive strategy in addressing theft crimes within the jurisdiction of the Palembang City Police (Polrestabes Palembang). The research employs a socio-juridical method with a qualitative approach. The data sources consist of primary data obtained from interviews with Samapta Police officers and limited field observations; secondary data including laws and regulations, official police reports, and academic literature; and tertiary data comprising online articles, crime news, and statistical reports. The findings reveal that the Samapta Patrol plays a crucial role in reducing theft cases through routine patrols, dialogic patrols, and cooperation with local communities. However, its implementation still faces challenges such as limited human resources, insufficient facilities, and low community participation. In conclusion, the effectiveness of the Samapta Patrol can be enhanced through data-driven patrol planning, personnel capacity development, adequate budget allocation, and active collaboration with the community to achieve sustainable public security and order in Palembang City.

Abstract

Tindak pidana korupsi merupakan salah satu kejahatan yang memiliki dampak luas terhadap keuangan negara, pembangunan nasional, serta kepercayaan masyarakat terhadap institusi pemerintah. Oleh karena itu, penanganan tindak pidana korupsi memerlukan upaya penegakan hukum yang efektif dan profesional. Kepolisian Negara Republik Indonesia melalui satuan Reserse Kriminal memiliki peran penting dalam melakukan penyelidikan dan penyidikan terhadap tindak pidana korupsi di daerah, termasuk di wilayah hukum Polresta Bandung. Namun demikian, dalam praktiknya proses penanganan perkara tindak pidana korupsi seringkali menghadapi berbagai hambatan yang dapat mempengaruhi efektivitas penyidikan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menjadi penghambat dalam penanganan tindak pidana korupsi di Polresta Bandung serta mengidentifikasi upaya yang dapat dilakukan untuk mengatasi hambatan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Teknik pengumpulan data dilakukan melalui wawancara dengan aparat penegak hukum yang terlibat dalam penanganan perkara tindak pidana korupsi, studi dokumentasi terhadap data perkara yang ditangani, serta kajian terhadap peraturan perundang-undangan yang berkaitan dengan pemberantasan tindak pidana korupsi. Hasil penelitian menunjukkan bahwa terdapat beberapa faktor penghambat dalam penanganan tindak pidana korupsi di Polresta Bandung, antara lain kompleksitas pembuktian perkara, keterbatasan sumber daya manusia yang memiliki kompetensi khusus dalam penanganan perkara korupsi, keterbatasan sarana dan prasarana pendukung penyidikan, serta lamanya proses koordinasi dengan lembaga lain dalam menentukan kerugian keuangan negara. Oleh karena itu, diperlukan peningkatan kapasitas sumber daya manusia, penguatan koordinasi antar lembaga penegak hukum, serta optimalisasi sarana pendukung penyidikan guna meningkatkan efektivitas penanganan perkara tindak pidana korupsi di tingkat daerah.
