Abstract

This study aims to analyze the forms and causal factors of reading difficulties among elementary school students through the implementation of beginning and advanced reading assessments. The research subjects consisted of three fourth-grade students from SD Isola Bandung who exhibited symptoms of reading difficulties at the frustration level. The study employed a qualitative descriptive approach using observation, interviews, oral reading tests, and reading comprehension tests. The results revealed that all three subjects faced major obstacles in phonological aspects and reading comprehension. The most frequent errors included omission, addition, distortion, and substitution of sounds, as well as neglect of punctuation. The contributing factors to these reading difficulties involved weak phonemic awareness, lack of concentration, and insufficient reading stimulation and guidance from the surrounding environment. These findings highlight the importance of systematic reading assessments to detect reading difficulties at an early stage so that the interventions provided are appropriate and tailored to the individual needs of each student.

Abstract

Pendidikan inklusif menempatkan keberagaman siswa sebagai bagian mendasar dalam proses pembealjaran sehingga memerlukan praktik pedagogi yang adaptif dan partisipatif. Namun, implementasi pedagogi inklusif di sekolah dasar menghadapi tantangan terutama praktik guru dan dukungan sistem sekolah. Penelitian ini bertujuan menganalisis implementasi pedagogi inklusif bagi siswa berkebutuhan khusus berfokus pada praktik guru dan hambatan pelaksanaannya di SD Muhammadiyah Dukuh Widaran. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Subjek penelitian yaitu 1 kepala sekolah dan 2 guru. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Analisis data dilakukan dengan cara mereduksi data, menyajikan data dan menarik kesimpulan. Hasil penelitian yaitu implementasi pedagogi inklusif dilakukan melalui adaptasi pembelajaran dalam kelas regular yaitu pemberian tambahan waktu belajar, pengaturan tempat duduk di kelas, asesmen, dan tutor sebaya. Praktik tersebut mencerminkan upaya yang dilakukan guru dalam menciptakan akses belajar yang sama bagi siswa berkebutuhan khusus. Namun, implementasi pedagogi inklusif masih menghadapi hambatan berupa keterbatasan guru pembimbing khusus, kompetensi guru dalam melayani kebutuhan aspek non akademik dan dukungan layanan yang belum optimal. Temuan penelitian menunjukkan bahwa keberhasilan pedagogi inklusif bukan hanya ditentukan oleh ketersediaan layanan khusus tetapi dipengaruhi keyakinan dan kemampuan guru dalam membangun lingkungan belajar inklusif.

Abstract

This study aims to analyze the dynamics of democracy in Indonesia during the 2019–2024 period through the framework of Robert Dahl’s theory of polyarchy. Although Indonesia has procedurally continued to implement electoral democratic mechanisms, various indicators point to significant symptoms of democratic regression. Using a descriptive-analytical qualitative approach based on a literature review, this study examines five key indicators of polyarchy: political participation, contestation, civil liberties, access to information, and democratic institutions. The findings reveal that the quality of polyarchy in Indonesia has undergone substantive degradation due to two main determining factors: the strengthening of legislative oligarchy, which triggers the phenomenon of institutional capture, and the emergence of digital authoritarianism that suppresses civic space through opinion manipulation and the criminalization of expression. The novelty of this research lies in the integration of analysis between capital dominance within law-making institutions and technology-based repression, which simultaneously weakens the oversight function of citizens. The study concludes that Indonesia is currently in a state of “distorted polyarchy,” where democratic instruments are used as a stamp of legitimacy for elite interests.
