Abstract

Mangrove is a type of ecosystem typical of those found along the coast that are affected by tides. Mangroves grow on sheltered beaches or flat beaches, usually along the wind-sheltered side of the island or behind coral reefs off protected shores. The community around mangroves in Pari City Village, Pantai Cermin District, Serdang Bedagai Regency has long been utilizing the various mangrove potentials around the community. In general, people use mangroves for their economic potential income. The utilization is generally in the form of looking for firewood from mangrove forests, ponds, food from mangroves and tourism. Mangroves are also the main ecosystem supporting important life in coastal and marine areas. In addition to having an ecological function as a nutrient provider for aquatic biota, spawning and caring places for various kinds of biota, coastal abrasion resistance, the risk of typhoons and tsunamis, waste absorbers, and preventing seawater interusion. Due to the high damage to the mangrove area in the Pari City Village area, Pantai Cermin District, Serdang Bedagai Regency, it can cause several problems, including reducing the productivity of natural resource ecosystems biologically, increasing pollution and the most disadvantaged are the people around the coastal suburbs who have a source of income from fishermen Where their livelihoods are declining due to fish caught already scarce.

Abstract

This study examines and compares ecological economy optimization strategies within sustainable agri-food systems across two contrasting administrative regions of North Sumatra, Indonesia. The research aims to evaluate implementation effectiveness, identify performance differentials, and develop strategic frameworks to enhance sustainable agricultural development considering socio-economic and environmental diversity. A mixed-methods comparative design was applied, combining quantitative surveys of 450 agricultural stakeholders per district with qualitative interviews involving key informants such as policymakers, producers, and supply chain actors. Quantitative data included environmental impact, economic performance, and supply chain efficiency indicators, analyzed using multivariate regression and structural equation modeling. Findings reveal that Deli Serdang demonstrates higher technological adoption (78.4%) and operational efficiency (91.2%) than Simalungun (61.7% and 76.8%), driven by infrastructure advantages and urban proximity. Conversely, Simalungun shows greater engagement in organic farming (68.9%) and stronger community-based sustainability practices. Both regions face constraints in sustainable financing access and technical capacity for green supply chain implementation. This research introduces the first dual-regional framework for ecological economy assessment in Indonesian agri-food systems, offering a scalable model for tropical developing contexts. The results support Indonesia’s Green Economy Index initiatives and inform policy design for sustainable food system transformation.

Abstract

This study examines the effectiveness of village fund allocation as an instrument for advancing the economic welfare of agricultural households in Deli Serdang Regency, North Sumatra Province, over the period 2019 to 2024. Using a quantitative research framework and secondary data, this study builds a multivariable regression model that includes community participation, institutional capacity, agricultural infrastructure spending, and village fund allocation as the main predictors of farmers’ welfare outcomes. With an adjusted R-squared of 0.591, the dependent variable, the farmers’ welfare index, shows a moderate but statistically significant response to all four independent factors. Despite consistent year-on-year increases in village fund disbursements from IDR 156.4 billion in 2019 to IDR 228.9 billion in 2024, the farmer exchange rate only surpassed the benchmark threshold of 100 from 2022 onward, indicating a structural lag between fiscal input and welfare output. The study concludes that strengthening institutional governance, redirecting a greater proportion of allocations toward productive agricultural empowerment programs, and institutionalizing participatory planning mechanisms are necessary preconditions for maximizing the developmental impact of village funds on farming communities.
