Abstract

This research evaluates the execution of the archival disposal policy from 1968 to 2019 within the General Bureau of ANRI. The study highlights the gap between policy and implementation that caused record accumulation. A qualitative case study methodology was employed, with data gathered through interviews, observations, and document analysis. The results reveal that the disposal activities successfully decreased the archive volume by 63.83%, aligning with the records retention schedule. Nevertheless, efficiency is hindered by insufficient human resources and protracted bureaucratic processes. One participant noted that ‘the implementation was postponed; it was intended for early in the year, but was executed in August, highlighting the issues of time constraints. The policy is deemed suitable but ineffective in practice. Suggested improvements include augmenting human resources, digitizing verification processes, and enhancing standard operating procedures.

Abstract

Fenomena digital mothering merepresentasikan sebuah pergeseran paradigma di mana pengelolaan lingkungan domestik berkaitan dengan teknologi media digital. Studi ini menganalisa bagaimana para ibu di perkotaan memanfaatkan media digital untuk membangun mekanisme tata kelola ekologis informal di lingkungan metropolitan. Dengan menggunakan teori Digital Divide dari Jan van Dijk, studi ini menganalisa empat tahapan sekuensial dari akses teknologi—motivasi, fisik, keterampilan digital, dan penggunaan—di antara anggota Kelompok Wanita Tani (KWT) Sekar Arum di Yogyakarta. Studi ini menggunakan sequential explanatory mixed-methods design, dimana data survei kuantitatif dari para ibu yang aktif di bidang lingkungan digabungkan dengan wawancara kualitatif mendalam bersama para pemimpin komunitas, Dinas Pemberdayaan Perempuan, serta Dinas Komunikasi dan Informasi. Hasil studi menunjukkan bahwa meskipun aksesibilitas, motivasi dan fisik sangat umum terjadi (melebihi 93%), namun kesenjangan literasi digital yang signifikan masih terjadi pada kelompok usia yang lebih tua. Namun, navigasi terpusat yang strategis oleh para pengurus komunitas berhasil mengatasi gap yang terjadi. Studi ini menegaskan bahwa gaya hidup hijau yang termediatisasi dan digital mothering bertindak sebagai infrastruktur komunikatif dari bawah ke atas (bottom-up) yang krusial dalam memberdayakan perempuan sebagai agen ekologis digital, mengubah rutinitas domestik menjadi ketahanan ekologis berbasis komunitas.

Abstract

This study aims to analyze inter-actor relations in the management of the Ciliwung River and to identify the strengths, weaknesses, opportunities, and threats in building sustainable collaborative governance. The research employed a qualitative approach with descriptive and evaluative analysis, synthesizing data from various documents and previous studies. The findings indicate that the government remains the most dominant actor due to its regulatory authority and resource capacity, yet it is vulnerable to institutional fragmentation and public pressure. The private sector possesses significant financial and technological potential, but its involvement remains largely philanthropic. Non-governmental organizations (NGOs) emerge as the most effective actors in bridging collaboration among stakeholders through participatory and developmental communication approaches. Academia serves as a source of scientific legitimacy but shows limited capacity in policy translation, while the media strengthens public awareness and social accountability. The IFAS–EFAS analysis positions Ciliwung’s governance within the growth–stability quadrant, reflecting a balance between internal strengths and external opportunities. The study highlights the importance of adopting a Whole of Government and Whole of Society approach to enhance inter-agency coordination, collaborative incentives, and public engagement for sustainable river governance.
