Abstract

Identitas Kependudukan Digital (IKD) adalah inovasi yang dikembangkan oleh Direktorat Jenderal Kependudukan dan Pencatatan Sipil untuk mendukung digitalisasi administrasi kependudukan. IKD memungkinkan masyarakat mengakses dokumen kependudukan secara digital, meningkatkan efisiensi pelayanan publik, dan meminimalkan risiko kehilangan, kerusakan, atau pemalsuan dokumen. Penelitian ini bertujuan menganalisis proses difusi inovasi IKD di Kota Samarinda, mengidentifikasi tantangan implementasinya, serta merumuskan solusi strategis untuk meningkatkan adopsi aplikasi ini.  Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa aplikasi IKD memberikan kemudahan dan efisiensi, namun tingkat adopsinya masih rendah karena hambatan berupa rendahnya literasi digital, keterbatasan infrastruktur teknologi, serta kekhawatiran masyarakat terhadap keamanan data.  Solusi strategis yang diusulkan meliputi peningkatan sosialisasi, perluasan akses internet, penerapan teknologi enkripsi canggih, dan kolaborasi multi-pihak. Implementasi langkah-langkah ini diharapkan dapat mendukung keberhasilan transformasi digital di bidang administrasi kependudukan, sejalan dengan visi smart city Kota Samarinda. Temuan ini juga dapat menjadi rujukan bagi daerah lain untuk menerapkan inovasi serupa secara efektif.

Abstract

This study aims to analyse the influence of leadership style, organisational culture, and organisational commitment on employee performance at the East Kalimantan Provincial Transport Agency, both partially and simultaneously. The study employs a quantitative approach with an explanatory research design. The sample was determined using the Slovin formula via proportionate stratified random sampling, resulting in a total of 104 respondents. Data collection was carried out by distributing questionnaires using a Likert scale. The research data was then transformed into an interval scale using the Method of Successive Intervals (MSI) and analysed using multiple linear regression with the aid of SPSS software. The results of the study indicate that, when considered individually, leadership style does not have a significant effect on employee performance. Meanwhile, organisational culture and organisational commitment have a positive and significant effect on employee performance. Collectively, leadership style, organisational culture, and organisational commitment have a significant effect on employee performance. The results of the regression analysis indicate that organisational commitment is the most dominant variable influencing employee performance, followed by organisational culture, whilst leadership style has not yet exerted an optimal influence. Consequently, improvements in employee performance are more strongly influenced by high levels of organisational commitment and a conducive organisational culture.

Abstract

Gender Mainstreaming is a development strategy aimed at achieving gender equality through the integration of gender perspectives into every stage of regional development. Although the Government of East Kalimantan Province has enacted Regional Regulation Number 5 of 2024 concerning Gender Mainstreaming in Regional Development, its implementation still encounters several challenges, including limited inter-agency coordination, inadequate human resource capacity, and uneven understanding of Gender Responsive Planning and Budgeting. This study aims to analyze the implementation of Gender Mainstreaming policy in regional development in East Kalimantan Province and identify the supporting and inhibiting factors affecting its implementation. A qualitative descriptive approach was employed using interviews, observation, and documentation techniques. Data were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña. The implementation analysis adopted George C. Edward III's policy implementation model consisting of communication, resources, disposition, and bureaucratic structure. The findings reveal that the implementation of Gender Mainstreaming policy has generally been effective. Communication has been carried out through regular dissemination, technical assistance, and monitoring. Resources are supported by adequate regulations, institutional arrangements, the Klik SiGen application, and increasing Gender Responsive Budget allocations, although human resource capacity remains a challenge. The disposition dimension reflects the commitment of local government institutions and strategic partnerships in promoting gender equality. The bureaucratic structure has been strengthened through Gender Mainstreaming Working Groups, Gender Focal Points, Driver Teams, and cross-sector coordination mechanisms. Supporting factors include regulatory commitment, institutional capacity, and collaborative governance, whereas the main constraints involve limited human resources, inadequate gender-disaggregated data, and the misconception that Gender Mainstreaming is solely the responsibility of the Women's Empowerment and Child Protection Office.
