Abstract

This community service aims to empower rural communities in Afghanistan by constructing a comprehensive multidimensional framework to address structural barriers hindering development in fragile contexts characterized by persistent instability. The primary goal is to enhance community agency and resilience through targeted, sustainable interventions. To achieve this, the study employed a rigorous mixed-methods approach, combining qualitative in-depth interviews conducted with local leaders, residents, and development practitioners across five diverse provinces with a detailed quantitative analysis of national datasets. The method specifically focused on identifying key drivers of development by examining interactions between education access, livelihood diversification initiatives, and local governance structures. The results reveal that integrated strategies emphasizing equitable access to education, vocational training for economic resilience, and decentralized local governance structures significantly enhance community adaptive capacity. Furthermore, findings indicate that engaging traditional and religious leaders is not only crucial for project legitimacy but also ensures long-term sustainability of development outcomes. In conclusion, this service provides an evidence-based, context-specific roadmap for policymakers to foster inclusive rural development in conflict-affected societies, ensuring interventions are adaptable to local cultural and political realities while effectively addressing the complexities of the current environment.
