Abstract

This study aims to analyze the implementation and challenges of business legality fulfillment in culinary MSMEs through a case study of Gorengan Nusantara located in Ruko Maggriore, Gading Serpong, and to evaluate the effectiveness of technical assistance in supporting the licensing process. The research employed a qualitative approach using a case study design. Data were collected through observation, in-depth interviews, and documentation during November–December 2025. Observations focused on operational activities and administrative readiness, interviews explored the owner’s experiences and perceptions regarding business legality, and documentation included licensing records and supporting files.The results show that Gorengan Nusantara initially did not possess business legality for the new venture due to time constraints and limited managerial capacity, despite the owner having prior experience with the OSS system. Through structured technical assistance, the MSME successfully obtained a new Business Identification Number (NIB) via the OSS–Amdalnet system. The assistance played a crucial role in determining the appropriate Indonesian Standard Industrial Classification (KBLI), completing environmental screening requirements, and navigating digital licensing procedures. Furthermore, the trademark application as part of Intellectual Property Rights (IPR) registration was submitted on 20 November 2025 and is currently under substantive examination. Although the certificate has not yet been issued, the proof of application provides initial legal protection for the business identity. Overall, the findings demonstrate that technical and administrative assistance significantly improves MSME compliance with business legality requirements by reducing procedural errors, enhancing understanding of digital licensing systems, and accelerating the legalization process. This study highlights the importance of structured assistance programs in strengthening MSME readiness within Indonesia’s digital licensing framework.
