Abstract

Abandoned land constitutes a significant issue in Indonesian agrarian law as it contributes to unequal land control and the suboptimal utilization of agrarian resources for economic development. This condition reflects the ineffective implementation of the social function principle of land rights in practice. This study aims to analyze the normative regulation of abandoned land and to formulate preventive measures through legal and economic approaches. The research employs a normative legal method using statutory, conceptual, and legal principle approaches, based on a literature review of primary and secondary legal materials. The findings indicate that, normatively, the regulation of abandoned land provides a clear legal basis for land control and enforcement; however, its implementation remains weak due to insufficient supervision and limited integration of economic policies. This study concludes that preventing abandoned land requires consistent law enforcement accompanied by economic instruments to encourage productive and equitable land utilization.
