Abstract

The Digital Public Service Hall (PSH) is an innovation in public services that integrates various administrative services through a digital platform. Through PSH Digital, people can access administrative services easily without having to come directly to the service office. This innovation is expected to be able to speed up the bureaucratic process, improve service efficiency, and provide a better experience to the community. This study aims to analyze the implementation of Digital PSH for medical and health personnel, as well as identify obstacles and solutions in its implementation. This research is qualitative by using Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure as indicators of success. The results of the study show that the implementation of the Digital Public Service Hall (PSH Digital) in Jombang Regency has succeeded in improving the administrative efficiency of medical personnel, by reducing the time for obtaining permits from three days to one day. Most medical personnel are satisfied with fast and transparent services, although there are still challenges such as internet network constraints and digital literacy. In addition, there is still the possibility of limitations in the digital skills of healthcare workers, which could hinder the full adoption of these services. The proposed solutions include infrastructure improvements, intensive training, and inter-agency coordination to ensure program effectiveness. This implementation is considered to have great potential to improve administrative efficiency and quality of health services, even though it requires continuous support

Abstract

The Village Development Conference is an annual forum that involves the people of Ujung Village in the development planning process. The implementation of Village Development Planning Conference aims to increase community participation in determining development priorities in accordance with local needs. This study aims to analyze community participation in Village Development Planning Conference, in particular the extent to which their active involvement supports an inclusive and sustainable development planning process. In Ujung Village, Surabaya City, Village Development Planning Conference is held regularly every year as part of a series of regional development plans. This process involves various parties, including village officials, community leaders, RT/RW, and residents from various social backgrounds. The theory used is the Community Participation Theory by Oakley (1991), which emphasizes the importance of active community involvement in the planning, implementation, and evaluation of development. Three main indicators are used to measure participation: media participation, participation in the process, and access to decision-making. This study is a qualitative descriptive study with direct observation methods and document studies. The results of the study show that although Village Development Planning Conference provides space for the community to participate, involvement is still limited. To increase the effectiveness of participation, more intensive socialization, involvement of vulnerable groups, and transparency in decision-making are needed. With these steps, Village Development Planning Conference can become a more inclusive and empowering instrument in supporting local development. Community-based development not only produces immediate benefits, but also improves their quality of life

Abstract

This study aims to analyze the function of preventing corruption crimes carried out by the Assistant Inspector (Irban) for Investigation at the Jombang Regency Inspectorate. This study uses a qualitative approach with a descriptive method. Data was obtained through in-depth interviews with Inspectorate officials, document reviews, and observations of the supervision mechanisms applied in the field of investigation. The analysis was carried out using the theory of government supervision and the concept of good governance to evaluate the effectiveness of the corruption prevention function carried out by the Irban Investigation Division. The results of the study show that the Irban Investigation Division at the Jombang Regency Inspectorate has an important role in detecting potential corruption through investigative audits and monitoring of the implementation of local government. The prevention function is carried out through a series of activities, such as compliance audits, special checks on suspected irregularities, and recommendations for improving financial and administrative governance. In addition, coordination with law enforcement officials is also part of strategic efforts to identify and follow up on indications of corruption. However, this study also found several obstacles in the implementation of investigative supervision, such as limited human resources, lack of technological support in the supervision system, and resistance from supervised parties. These obstacles hinder the optimization of corruption prevention functions that should be able to run more effectively. Therefore, a strategy is needed to increase the capacity of supervisory apparatus, strengthen regulations, and optimize the use of information technology in the supervisory system. Thus, this study emphasizes that the function of preventing corruption through the supervision of the Inspectorate for Investigation at the Jombang Regency Inspectorate has been running, but it still needs to be strengthened in several aspects to be more effective. The implications of this study are expected to provide recommendations for local governments in improving supervisory mechanisms to create more accountable and transparent governance

Abstract

Probity Audit is a supervisory process that aims to ensure integrity, transparency, and accountability in the implementation of government procurement of goods and services. This study aims to analyze the effectiveness of the implementation of Probity Audit by the Jombang Regency Inspectorate in preventing irregularities and improving local governance. The method used is a mixed method, with quantitative data analysis of audit findings and recommendations over the past five years, as well as qualitative data related to obstacles and supporting factors for the implementation of audits. This study uses the framework of Robbins and Coulter's supervision theory which includes four main elements: fit for purpose, deviation from standards, performance evaluation, and feedback. The results showed that Probity Audit has been effective in identifying irregularities such as overpayment and under-volume of work, with most of the recommendations given having been followed up. However, the effectiveness of audits is still limited by limited human resources, uneven technical understanding, and technology that has not been optimally optimized. The solutions offered include increasing auditor capacity through continuous training, optimal use of information technology, strengthening the supervisory culture, and increasing cross-agency coordination to ensure the sustainability and positive impact of Probity Audit in local governance. This research provides strategic recommendations for local governments to strengthen internal oversight systems to realize clean, transparent, and accountable governance

Abstract

This study examines the utilization of Family Medicinal Plants in Bangkingan Village, Surabaya City, and identifies obstacles and strategies for community empowerment based on Suharto’s (2005) 5P theory: possibility, strengthening, protection, support, and maintenance. Using a descriptive qualitative approach, this research adopts a case study of the Bangkingan Herbal Corner program, a local initiative for developing Family Medicinal Plants (FMP). The findings indicate that the Bangkingan community actively uses various medicinal plants—such as sung nyawa, ginger, moringa, and temulawak—processed into herbal infusions and simple preparations. These practices are facilitated through training programs organized by universities and the use of digital platforms offering practical and educational resources. Strategies related to possibility and strengthening have been effectively implemented, as evidenced by the establishment of local herbal cadres and increased access to learning materials. However, significant challenges persist in terms of legal protection, institutional support, and long-term sustainability. The absence of clear regulatory frameworks, consistent funding mechanisms, and integration into formal village development planning hinder the program’s scalability and resilience. Multi-stakeholder collaboration, involving government agencies, academia, private sector actors, and local communities, is essential to address these gaps and ensure sustainable outcomes. This study concludes that the FMP-based empowerment model implemented in Bangkingan holds strong potential for replication in other regions, provided that adequate policy and institutional support are secured to sustain its impact over time.

Abstract

This study examines the empowerment of the elderly at UPT Tresna Werdha Pasuruan using a descriptive qualitative approach through in-depth interviews, participant observation, and documentation analysis. The study applies Zimmerman’s empowerment quality theory, which encompasses intrapersonal, interactional, and behavioral dimensions. Findings reveal that empowerment programs—covering spiritual guidance, skills training, arts, and recreational activities—contribute to enhancing self-confidence, self-esteem, optimism, and strengthening social relationships among the elderly. These outcomes are supported by a well-structured organizational system, stable funding from the regional budget, and empathetic communication between staff and the elderly. Importantly, the elderly are positioned as active subjects rather than passive recipients of services, thereby maintaining social functioning and independence. While the program has proven effective, further development is necessary through the formulation of measurable long-term objectives and the expansion of partnerships with external stakeholders. Cross-sector collaboration is expected to enrich activities, mobilize additional resources, and reinforce social support, ensuring that the sustainability of elderly life can be achieved in a holistic and enduring manner.
