Abstract

Abstrak Transformasi digital telah menghadirkan tantangan baru bagi komunitas berbasis nilai seperti Gerakan Pramuka dalam mengelola komunikasi dan dokumentasi kelembagaan. Tujuan dari kegiatan pengabdian ini adalah meningkatkan kapasitas digital Gugus Depan Prasmagas SMAN 1 Airgegas, Kabupaten Bangka Selatan, Provinsi Kepulauan Bangka Belitung, khususnya dalam pengelolaan website sebagai sarana dokumentasi kegiatan. Mitra sasaran adalah delapan anggota aktif Dewan Ambalan BERIGEP yang belum memiliki pengalaman teknis dalam pengelolaan website. Metode pelaksanaan menggunakan pendekatan participatory action research yang terdiri dari tahap persiapan (asesmen kebutuhan dan perancangan website berbasis WordPress), implementasi (pelatihan langsung pengelolaan konten website), dan evaluasi (kuesioner pra dan pascapelatihan). Hasil evaluasi menunjukkan peningkatan signifikan dalam pemahaman peserta tentang fungsi website sebagai media organisasi, dari sebelumnya 60% tidak pernah mendengar menjadi 100% memahami peran strategisnya. Kepercayaan diri peserta dalam mengelola konten juga meningkat drastis dari hanya 10% yang pernah memiliki pengalaman terbatas, menjadi 100% merasa percaya diri. Seluruh peserta menunjukkan perubahan sikap positif terhadap partisipasi aktif dalam dokumentasi kegiatan melalui website. Selain itu, hasil kegiatan ini berhasil disebarluaskan melalui publikasi di media daring lokal Bangka Belitung, Timelines.id, pada tanggal 7 Juni 2025. Diseminasi ini bertujuan untuk memperluas dampak pelatihan dan menginspirasi komunitas serupa dalam memanfaatkan media digital untuk penguatan organisasi secara berkelanjutan Kata kunci: digitalisasi; website; pramuka; pelatihan; literasi digital. Abstract Digital transformation has presented new challenges for value-based communities such as the Scout Movement in managing institutional communication and documentation. The objective of this community service activity is to enhance the digital capacity of the Prasmagas Scout Troop at SMAN 1 Airgegas, South Bangka Regency, Bangka Belitung Islands Province, particularly in managing a website as a means of documenting activities. The target partners are eight active members of the BERIGEP Scout Council who lack technical experience in website management. The implementation method employs a participatory action research approach, comprising preparation (needs assessment and WordPress-based website design), implementation (hands-on training in website content management), and evaluation (pre- and post-training questionnaires). Evaluation results showed a significant increase in participants' understanding of the website's role as an organizational medium, from 60% who had never heard of it to 100% understanding its strategic role. Participants' confidence in managing content also increased dramatically, from only 10% with limited experience to 100% feeling confident. All participants demonstrated a positive attitude shift toward active participation in activity documentation through the website. Additionally, the results of this activity were successfully disseminated through publication in the local online media of Bangka Belitung, Timelines.id, on June 7, 2025. This dissemination aimed to expand the impact of the training and inspire similar communities to utilize digital media for sustainable organizational strengthening. Keywords: digitalization; website; scouts; training; digital literacy.

Abstract

Financial institutions face challenges in credit risk assessment due to fragmented data and strict privacy regulations, which hinder predictive modeling and increase financial risks. Federated Learning (FL) enables privacy-preserving collaborative modeling without sharing raw data. This study evaluates five FL aggregation methods—Federated Averaging (FedAvg), Weighted Average, Median Aggregation, Federated Proximal (FedProx), and Stochastic Controlled Averaging (SCAFFOLD)—using logistic regression on the Credit Approval dataset (690 records, five clients) with non-IID label and feature distributions. Local models were trained and aggregated over 50 rounds. Median Aggregation outperformed the other methods, achieving an F1-score of 97.85% and a recall of 80.6% (vs. 72.3% for others), demonstrating robustness against data skewness. However, global model performance (85.22% for FedAvg, Weighted Average, FedProx, SCAFFOLD; 85.80% for Median) remained static across rounds, indicating limited convergence due to rapid local model convergence and non-IID challenges. The high communication cost of 50 rounds highlights a trade-off between accuracy and efficiency, necessitating optimized strategies like adaptive regularization or client sampling. This study advances theoretical understanding of FL under heterogeneity and provides practical guidance for secure, regulation-compliant credit risk modeling in financial institutions. Future work should explore larger datasets, multi-round convergence, and privacy mechanisms like differential privacy to mitigate risks such as model inversion attacks while ensuring compliance
