This study is motivated by the acceleration of digital transformation in Indonesian bureaucracy through the Digital Population Identity (IKD) program, aimed at improving efficiency, transparency, and public service quality. The implementation of IKD at the village level is crucial to examine because it directly reflects community readiness and local governance capacity. This research aims to analyze the implementation process of IKD in Airlangga Village based on good governance principles, identify existing challenges, and evaluate its impact on public service performance. The study adopts a qualitative approach using in-depth interviews, documentation, and literature review as data sources. Data were analyzed through interactive stages of reduction, display, and conclusion drawing. The findings indicate that IKD implementation has enhanced administrative efficiency and service transparency, yet obstacles remain in digital literacy gaps, unequal technological access, and community resistance to change. Accountability, transparency, and public participation emerge as key determinants of successful implementation. The study highlights the necessity of adaptive and inclusive governance strategies to ensure that digital public services are accessible, effective, and sustainable. Keywords: Digital Transformation, IKD, Good governance, Public Service, Digital Bureaucracy, Abstrak Penelitian ini dilatarbelakangi oleh percepatan transformasi digital birokrasi di Indonesia melalui program Identitas Kependudukan Digital (IKD) sebagai upaya meningkatkan efisiensi, transparansi, dan kualitas pelayanan publik. Implementasi IKD di tingkat kelurahan menjadi penting untuk dikaji karena berhubungan langsung dengan kesiapan masyarakat dan tata kelola lokal. Penelitian ini bertujuan menganalisis proses implementasi IKD di Kelurahan Airlangga berdasarkan prinsip good governance, mengidentifikasi hambatan yang dihadapi, serta menilai dampaknya terhadap kualitas pelayanan publik. Penelitian menggunakan pendekatan kualitatif dengan metode wawancara mendalam, dokumentasi, dan studi pustaka. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan secara interaktif. Hasil penelitian menunjukkan bahwa implementasi IKD telah meningkatkan efisiensi administrasi dan transparansi layanan, namun masih menghadapi kendala literasi digital, kesenjangan akses teknologi, serta resistensi masyarakat. Prinsip akuntabilitas, transparansi, dan partisipasi masyarakat terbukti menjadi faktor kunci keberhasilan program. Penelitian ini menegaskan pentingnya strategi tata kelola yang adaptif dan inklusif untuk memastikan digitalisasi pelayanan publik berjalan optimal dan merata.
