Abstract

Peningkatan kualitas Sumber Daya Manusia Aparatur atau yang biasa disebut SDM Aparatur bertujuan untuk menciptakan aparatur yang memiliki profesionalisme, kejujuran, dan kompetensi dalam memberikan pelayanan publik kepada masyarakat. Dalam konteks pemasyarakatan, hal ini menjadi bagian penting dari strategi untuk mencapai tujuan yang diharapkan dalam sistem pemasyarakatan. Hal ini menunjukkan adanya peluang besar terhadap organisasi publik yaitu Lembaga Pemasyarakatan untuk memaanfaatkan dan memaksimalkan sumber dayanya. Sehingga dilakukan penelitian yang bertujuan untuk mengetahui pengaruh High Performance Work System terhadap kinerja organisasi di Lembaga Pemasyarakatan Kelas IIA Magelang. Metode penelitian yang digunakan adalah kuantitatif dengan teknik probability sampling berdasarkan rumus Krejcie dan Morgan, sehingga diperoleh 85 responden. Pengumpulan data dilakukan melalui kuesioner google form dengan 21 indikator pernyataan. Analisis data meliputi uji validitas, reliabilitas, normalitas, regresi linear sederhana, signifikansi, dan determinasi menggunakan SPSS versi 25. Hasil uji menunjukkan nilai signifikansi 0,000 < 0,05, sehingga H0 ditolak dan Ha diterima. R square sebesar 0,810 menunjukkan bahwa High Performance Work System memengaruhi Kinerja Organisasi sebesar 81%, sementara 19% dipengaruhi faktor lain. Kesimpulannya, terdapat pengaruh positif dan signifikan antara High Performance Work System terhadap Kinerja Organisasi di Lapas Kelas II A Magelang.

Abstract

This Study aims to analyzes the high crime rate problem in Indonesia and its impact on the correctional system, specifically the issues of prison (Lapas) overcrowding and high recidivism rates. Data indicates Lapas overcrowding ranged from 89% to 106.84% between 2019 and 2023, while recidivism rates were between 12% and 16% in the same period. Factors contributing to recidivism include a lack of vocational skills, social stigma, poor prison conditions, and insufficient rehabilitation initiatives. To address these challenges, this article proposes the implementation of Community Based Correction (CBC) as an alternative criminal sanction, supported by Indonesian Criminal Code (KUHP) Number 1 Year 2023, which introduces supervision sentences and social work sentences. This research employs a Systematic Literature Review (SLR) approach with the PRISMA framework to review 17 relevant scholarly articles published between 2020 and 2024 from databases such as Google Scholar, Publish or Perish, and SINTA. Data analysis utilized a Narrative Synthesis technique. The review findings indicate that CBC programs, which include restorative justice, stakeholder collaboration for independence, and community supervision, are proven effective in reducing recidivism rates and facilitating the social reintegration of inmates. However, challenges in CBC implementation persist, including discrepancies between policy and practice, insufficient resources, and suboptimal public acceptance. This study emphasizes the importance of a correctional system focused on rehabilitation and guidance with community involvement to achieve better inmate reintegration and create a safer social environment.

Abstract

The President of the Republic of Indonesia, Prabowo Subianto, issued Law No. 1 Year 2025 on Expenditure Efficiency in the Implementation of the APBN / D at Ministries / Institutions. The IMIPAS Ministry as a new institution is required to be able to adapt to dynamic efficiency and restructuring policies. Organizational agility theoretically plays an important role in maintaining organizational performance, especially in the Prison Technical Implementation Unit. This study aims to determine the effect of organizational agility on organizational performance at Class I Palembang Correctional Institution. The research method used is quantitative with probability sampling technique based on the Krejcie and Morgan formula, so that 91 respondents were obtained. Data collection was done through a Google Form questionnaire with 22 statement indicators. Data analysis includes validity, reliability, normality, simple linear regression, significance, and determination tests using SPSS version 25. The test results show a significance value of 0.000 <0.05, so H0 is rejected and Ha is accepted. R square of 0.753 shows that organizational agility affects organizational performance by 75.3%, while 24.7% is influenced by other factors. In conclusion, there is a positive and significant influence between organizational agility on organizational performance at Class I Palembang Correctional Instititution.
