Abstract

ABSTRACT The failure of local governments in managing government is generally seen in regional wealth, local revenue, budget, services, trade, technology and human resource management. This problem can be minimized when the government uses good management, for that it is necessary to create a model of local government management. The identification of the problem from this study is how the strategy, obstacles and efforts to renew local government management through the management back to basic approach. The purpose of the study is to describe the strategy, obstacles and efforts to renew local government management through the management back to basic approach in the local government. The research method is descriptive analysis with a combination approach. Research Object: City Government. The results of the study indicate that the role of local governments in service, development and community empowerment functions is not optimal. Services are still lacking, development is not fully in accordance with the RPJMD and community empowerment is still low. The City's Vision and Mission have not been fully used as a basis for implementing development. Management functions through human resource management, planning management, financial management, facilities and infrastructure management, and conflict management have not been managed properly. The organizational form has not run well, there is a lot of accumulation of assignments in an organization KEYWORDS: Government Management, Local Government
