Abstract

This study aims to examine the importance of harmonizing the rights and obligations of the state and citizens in facing the challenges of globalization. The increasingly rapid flow of information, communication, and culture has influenced the mindset of Indonesian society in understanding citizenship issues, particularly those related to rights and obligations. This study uses a literature review of various theories and regulations related to the rights and obligations of citizens. Citizens' rights are analyzed to include civil, political, economic, and socio-cultural rights, while obligations are focused on legal compliance, tax payment, and role in national defense. The results of the study show that the balance between rights and obligations is fundamental in realizing a democratic and fair constitutional system. However, imbalances were found in daily practices that could lead to violations of rights and rejection of obligations. Therefore, awareness, commitment, and cooperation between the state and citizens are needed to create a harmonious, peaceful, and just society in the era of globalization. Efforts to overcome these problems can be realized through civic education that is more adaptive to the times, utilizing interactive, contextual, and issue-based learning. In addition, strengthening legal literacy is a strategic step to increase public awareness of applicable norms and regulations, so that they not only know their rights and obligations, but are also able to exercise them responsibly. The formation of a democratic culture seeks to ensure that rights and obligations are understood as two complementary and inseparable aspects of national and state life in the era of globalization.
