Abstract

The low utilization of sanitary latrines remains a major challenge in efforts to improve public health status. Open defecation behavior is influenced by various factors, including levels of knowledge, attitudes, socio-economic conditions, and the effectiveness of health promotion activities that have not yet been optimal. This study aims to analyze community health promotion strategies in improving behavioral practices related to the use of sanitary latrines. This research employed a qualitative approach with a descriptive design. Data were collected through in-depth interviews with community members, health cadres, and primary health center (puskesmas) staff selected using purposive sampling. Data analysis was conducted through the stages of data reduction, data display, and conclusion drawing to obtain a comprehensive understanding of the research findings. The results indicate that existing health promotion activities have not been fully effective due to limited media utilization, less interactive delivery methods, and economic constraints faced by the community. Informants suggested the use of visual media, hands-on practice, and direct demonstrations of sanitary latrines to improve community understanding and message retention; however, implementation of these methods is constrained by financial limitations. SWOT analysis highlights the need to strengthen health promotion strategies by leveraging local potential and enhancing cross-sectoral support. The findings conclude that participatory, contextual, and socio-economically adaptive health promotion plays a crucial role in encouraging behavioral change toward the consistent use of sanitary latrines. Furthermore, a SWOT-based health promotion strategy is expected to serve as a practical reference for accelerating behavioral change toward the elimination of open defecation practices.

Abstract

The main problem in developing the Police and Community Organization Partnership Forum Model in Bandar Lampung City is the absence of a structured and sustainable partnership in preventing political conflict, so that coordination and early detection of conflict have not been running optimally amidst local political dynamics. This study uses a qualitative descriptive method to describe the development of the Police and Community Organization Partnership Forum Model in preventing political conflict in Bandar Lampung City. Data were obtained through interviews and document studies. The results of the study indicate that the partnership forum serves as a forum for communication and cooperation between the National Police and community organizations in maintaining political stability, but its effectiveness is not optimal in terms of communication, participation, member capacity, coordination, and conflict prevention performance. The effectiveness of the forum is determined by interacting structural, institutional, social, and cultural factors, so a more systematic, measurable, and sustainable partnership model is needed.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi percepatan implementasi pelayanan dokumen administrasi kependudukan berbasis Smart Village di Kelurahan Iring Mulyo, Kecamatan Metro Timur, Kota Metro. Latar belakang penelitian ini berangkat dari kebutuhan akan inovasi pelayanan publik yang efisien, transparan, dan responsif terhadap perkembangan digitalisasi pemerintahan desa. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi terhadap lurah, pegawai, serta masyarakat sebagai pihak yang terlibat langsung dalam pelaksanaan layanan. Hasil penelitian menunjukkan bahwa strategi percepatan implementasi dilakukan melalui peningkatan kapasitas aparatur melalui pelatihan teknis, sosialisasi digital kepada masyarakat, serta pemanfaatan teknologi seperti tanda tangan elektronik dan layanan WhatsApp Ceria untuk mempercepat proses administrasi. Meskipun masih terdapat kendala berupa keterbatasan infrastruktur dan rendahnya literasi digital masyarakat, langkah-langkah seperti penguatan kerja sama dengan Dinas Kependudukan dan Pencatatan Sipil serta pengawasan berkelanjutan terhadap penggunaan anggaran menjadi faktor pendukung utama keberhasilan program. Kesimpulannya, keberhasilan implementasi Smart Village di Kelurahan Iring Mulyo ditentukan oleh kesiapan sumber daya manusia, dukungan infrastruktur, dan partisipasi masyarakat dalam mendukung transformasi layanan publik berbasis digital.
