Abstract

The dynamic development of work systems in the public sector requires civil servants to adapt to increasingly complex administrative and technical workloads. This condition highlights the importance of work-life balance and work flexibility in fostering employee engagement. This study aims to analyze the effect of work-life balance and work flexibility on employee engagement among civil servants at the Department of Energy and Mineral Resources of Lampung Province.This study employs a quantitative approach using a survey method involving 60 respondents selected through the Slovin formula. Data were collected using a Likert-scale questionnaire and analyzed through multiple linear regression. The results indicate that work-life balance and work flexibility have a positive and significant effect on employee engagement, both partially and simultaneously. These findings suggest that improving work-life balance and work flexibility can enhance employee engagement within public sector organizations

Abstract

Healthcare services are a crucial sector that requires effective strategic and operational management to meet public needs. Klinik Biddokkes Polda Lampung faces challenges in maintaining patient loyalty, as reflected in the retention rate of only 57% of total patients in 2025. This phenomenon indicates a gap between patients’ expectations of service quality and the actual experience received, as well as the lack of positive word of mouth. This study aims to analyze the effect of service quality and word of mouth on patient loyalty at Klinik Biddokkes Polda Lampung. A quantitative research method was employed using multiple linear regression analysis. The population consisted of clinic patients, with samples selected through purposive sampling. Data were collected through patient satisfaction surveys, internal quality audits, and structured questionnaires, then analyzed using validity and reliability tests, t-test, F-test, and coefficient of determination (R²). The results show that service quality significantly affects patient loyalty with a significance value of 0.028, while word of mouth has a stronger influence with a significance value of 0.000. The F-test indicates that both variables simultaneously have a significant effect on patient loyalty, with an F-value of 38.506 and a significance of 0.000. The R² value of 0.443 demonstrates that 44.3% of the variation in patient loyalty can be explained by service quality and word of mouth, while the remaining 55.7% is influenced by other factors outside the research model. In conclusion, patient loyalty at Klinik Biddokkes Polda Lampung is influenced by both service quality and word of mouth, with word of mouth being the dominant factor. Therefore, strategies to enhance patient loyalty should be integrated by improving consistent service quality and strengthening communication and positive patient experiences to generate sustainable recommendations.

Abstract

Doctor retention is a critical issue for regional hospitals in ensuring sustainable healthcare services. This study aims to analyze the factors influencing the retention of doctors and specialists at RSUD Ragab Begawe Caram, Mesuji Regency. A qualitative case study approach was employed, with data collected through in-depth interviews, observation, and document analysis. Data were analyzed using thematic analysis. The study is grounded in Herzberg’s Two-Factor Theory, Job Embeddedness Theory, and Social Exchange Theory. The findings indicate that doctor retention is influenced by both intrinsic and extrinsic factors. Intrinsic factors include work meaning, professional responsibility, and commitment to service, while extrinsic factors involve workload, incentive systems, work facilities, organizational support, and policy certainty. Doctor embeddedness is reflected through the dimensions of fit, links, and sacrifice, which are shaped by work relationships, environmental suitability, and personal considerations. Social and regional environmental conditions, such as access to facilities and distance from family, also affect doctors’ decisions to remain. The study concludes that intrinsic motivation plays a key role in doctor retention; however, it must be supported by adequate organizational systems and environmental conditions. Strengthening human resource policies, improving organizational support, and enhancing doctors’ welfare are essential to ensure sustainable retention in regional hospitals.

Abstract

The increasing demands for performance and the complexity of tasks in government institutions require organizations to manage human resources effectively. In this context, the implementation of a learning organization and a supportive organizational culture are important factors in enhancing employee job satisfaction. This study aims to analyze the effect of learning organization and organizational culture on the job satisfaction of employees at the Central Statistics Agency (Badan Pusat Statistik) of Central Lampung Regency. This research employs a quantitative approach using a survey method. The research population consists of all 40 employees of the Central Statistics Agency of Central Lampung Regency, with a saturated sampling technique applied. Data were collected through Likert-scale questionnaires and analyzed using multiple linear regression with the assistance of SPSS software. The results show that learning organization has a positive and significant effect on employee job satisfaction. Organizational culture is also proven to have a positive and significant effect on employee job satisfaction. Simultaneously, learning organization and organizational culture have a positive and significant effect on employee job satisfaction. These findings indicate that improving learning organization practices and strengthening organizational culture can enhance employee job satisfaction.
