Department of Elementary School Teacher Education, Faculty of Teacher Training and Education, Muhammadiyah University Makassar. Supervisor I Andi Sukri Syamsuri and Supervisor II Syahruddin. This study was motivated by the low speaking skills of fifth-grade students at SD Negeri 39 Pattongko, Sinjai Regency, in Indonesian language learning. This condition was characterized by low student participation in learning activities, lack of courage in expressing opinions, and learning outcomes that did not meet the Learning Objective Achievement Criteria (KKTP). Therefore, this study aims to improve students' speaking skills through the application of the Problem-Based Learning model using the discussion method. This research is a Classroom Action Research conducted in two cycles. Each cycle consists of three meetings with the stages of planning, implementation of actions, observation, and reflection. The research subjects are all 20 fifth-grade students at SD Negeri 39 Pattongko, Sinjai Regency, consisting of 7 male students and 13 female students. The results of the study indicate that the application of the Problem-Based Learning model can improve students' speaking skills. The assessment was based on five aspects, namely fluency, accuracy of word choice, sentence structure, intonation, and expression. The average score of students in cycle I was 67.65 and increased in cycle II to 84.43 with a percentage increase of 24.79%. These results met the learning achievement criteria (KKTP), which is ≥70. Thus, the application of the Problem-Based Learning model proved to be effective in improving the speaking skills of fifth-grade students at SD Negeri 39 Pattongko, Sinjai Regency.
