Abstract

General Background Online attendance systems have become essential in modern organizations to ensure efficient and accurate employee attendance management. Specific Background Conventional attendance methods are prone to errors and data manipulation, while existing digital systems still lack comprehensive features such as integrated monitoring and real-time validation. Knowledge Gap Many current solutions do not fully integrate location validation, facial verification, and real-time reporting within a single system to support transparent attendance management. Aims This study aims to design and develop a web-based employee attendance application using the Rapid Application Development method to provide a more comprehensive and flexible solution. Results The developed SarAbsensi system integrates GPS-based location validation, photo verification, and real-time data processing, achieving functionality of 81.2%, reliability of 77%, usability of 80.8%, and efficiency of 86%, with an overall score of 81.2% categorized as very good. Novelty The system combines multiple validation mechanisms and real-time reporting features within a RAD-based development framework to support transparent and structured attendance management. Implications The application supports accurate attendance recording, facilitates monitoring by administrators, and provides a structured basis for organizational decision-making related to employee attendance and performance. Keywords: Online Attendance, Rapid Application Development, Web System, Employee Monitoring, Real Time Validation Key Findings Highlight Integration of location and photo verification ensures valid attendance recording System usability and efficiency achieved high evaluation scores across testing aspects Real-time reporting supports structured monitoring by administrators

Abstract

General Background: Digital transformation has become essential for improving the quality and responsiveness of public administrative services, particularly those managing large volumes of citizen data. Specific Background: Population administration services at the sub-district level in Kecamatan Waru have faced challenges related to manual data processing, limited service transparency, and the lack of direct notification mechanisms for informing applicants about document progress. Knowledge Gap: Existing studies tend to address population data management systems or notification features separately, while integrated implementation combining administrative systems with automated messaging services at the sub-district level remains limited. Aims: This study aimed to design and implement a web-based population administration information system integrated with the WhatsApp Business API using the Rapid Application Development method. Results: The developed system enables centralized management of population service data and automatically sends document status notifications to applicants through WhatsApp; functional testing confirmed system reliability, and user acceptance testing recorded a satisfaction score of 91.43%. Novelty: The study offers an applied model of integrating population administration services with automated WhatsApp notifications that has been implemented and evaluated in an actual sub-district setting. Implications: This system supports more transparent, timely, and user-oriented public services by reducing information delays and improving communication between government offices and citizens. Highlights: Centralized Web Management Streamlined Handling of Citizen Service Applications. Automated Messaging Delivered Timely Document Status Updates to Applicants. User Evaluation Indicated High Acceptance Among Sub-District Service Staff. Keywords: Population Administration, Information System, Rapid Application Development, Whatsapp Blast, Public Service
