Abstract

This study examines the recruitment patterns of Expert Staff (TA) members of the Indonesian House of Representatives (DPR RI) and its impact on the quality of TA performance as stakeholders and supporting staff in supporting DPR members in carrying out their duties. The background of the study stems from findings that TA member recruitment is conducted in a closed manner based on member prerogatives, relationships, personal closeness, party recommendations, and extra organizational ties. This recruitment mechanism has the potential to reinforce negative public assumptions about the DPR RI's performance and reduce the quality of support provided by TA members. This study used a descriptive qualitative method with data collection techniques of interviews, observation, and documentation. The research location was within the DPR RI, with informants selected through purposive sampling. The results indicate that TA recruitment regulations serve only as an administrative framework, such as data and file verification conducted by the Secretariat General, while candidate eligibility decisions are dominated by members' prerogatives. This recruitment pattern opens up space for informal recruitment based on personal networks, political contributions, rewards, and organizational/party affiliations, potentially indicating patronage/spoils system practices. This type of recruitment pattern creates a mismatch between professional needs and the competencies possessed by TA candidates.

Abstract

The implementation of restrictions on plastic bag usage in Tangerang City has been regulated under Mayor Regulation No. 111 of 2022 concerning the Limitation of Plastic Bag Usage. This study aims to examine how policy implementers carry out the regulation and to analyze the supporting and inhibiting factors in reducing plastic bag usage in Tangerang City. Using a qualitative case study approach with descriptive analysis through interviews and observations, the findings reveal that the implementation of plastic bag restrictions has not been fully effective or optimal. The policy implementation is analyzed using George C. Edward III’s four indicators of policy implementation. Communication emerges as the supporting factor, while resources, disposition, and bureaucratic structure act as inhibiting factors. The study recommends that policy implementers establish a monitoring team, allocate sustainable funding, and intensify public outreach on the use of environmentally friendly shopping bags.

Abstract

Early marriage continues to be a social problem that often occurs in various regions, including Wonosobo Regency. As a preventive measure, the Wonosobo Regency Government enacted Regent Regulation Number 34 of 2019 concerning Strategies to Combat Child Marriage. This study aims to analyze the implementation of this regulation and identify the driving and inhibiting factors in its execution. This study uses a qualitative method with a descriptive approach. The data sources consist of primary and secondary data. Primary data were obtained through interviews with relevant parties involved in policy implementation, while secondary data were obtained through documentation studies of regulations, reports, and other supporting documents. The research results show that the implementation of Regent Regulation Number 34 of 2019 has been running quite well and the strategies that were formulated have been carried out, such as child-friendly schools, adolescent reproductive health socialization, parental socialization, as well as gender-responsive and child rights budgeting. Based on George C. Edward III’s policy implementation model, the driving factors in the implementation of this policy include aspects of communication through the socialization that has been conducted, the quality of human resources, the attitude of the implementers, and a bureaucratic structure that is already supported by the existence of SOP’s and clear task fragmentation. However, the implementation of this policy has not yet run optimally. The inhibiting factors found include low public participation and concern regarding the issue of child marriage, limited number of staff and budget, as well as inconsistent implementation of SOP’s in the field.

Abstract

Tourism village development is a local potential-based development strategy that positions the community as the primary actor in improving the welfare and sustainability of tourism. The Noyo Gimbal View Tourism Village in Bangsri Village, Jepon District, Blora Regency, has developed through the utilization of natural resources, agriculture, culinary arts, and innovative cultural activities supported by the use of digital media. This study aims to analyze the process of community empowerment and the forms of community participation in the development of this tourism village. The method used is descriptive qualitative research with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the community empowerment process in the Noyo Gimbal View Bangsri Tourism Village was implemented through three main stages, namely the socialization or awareness stage, the capacity transformation stage, and the independence stage. In the socialization stage, the community was given an understanding of the village's potential and the concept of a tourism village. The capacity transformation stage was realized through various forms of training and mentoring to increase community capacity in tourism management, services, and the use of digital technology. The independence stage was marked by the increasing ability of the community to manage tourism businesses independently and sustainably. Community participation in the development of the tourism village was seen in the form of labor contributions, involvement in the management of tourism businesses, and support for ideas and concepts in organizing tourism activities. Overall, community empowerment and participation in the Noyo Gimbal View Bangsri Tourism Village played an important role in encouraging the success of tourism village development, improving the community's economy, and strengthening the sustainability of tourism village management based on local potential.
