Abstract

Public transportation is a form of public service that plays a strategic role in supporting community mobility and facilitating social and economic activities in urban areas. The Government of East Java Province, through the Trans Jatim Bus program, seeks to provide safe, affordable, and integrated mass transportation services, particularly on Corridor 1 serving the Sidoarjo–Surabaya–Gresik route, which functions as a major mobility corridor within the Gerbangkertosusila metropolitan area. However, various issues related to service quality remain evident in its implementation, including passenger overcrowding during peak hours, punctuality problems, staff professionalism, and limited facilities that are accessible to persons with disabilities. This study aims to analyze the service quality of the Trans Jatim Bus on Corridor 1 from the perspective of public service quality and to identify factors influencing service performance. The research employs a qualitative approach using a descriptive method. Data were collected through interviews, observations, and documentation studies involving service users, operational staff, and officials from the East Java Provincial Transportation Agency. The findings indicate that the overall service quality of the Trans Jatim Bus on Corridor 1 is relatively good, particularly in terms of fare affordability and fleet availability. Nevertheless, several service quality dimensions remain suboptimal, especially reliability, responsiveness, and empathy, as reflected in passenger overcrowding, limited bus stop facilities, and inadequate accessibility for vulnerable groups. Factors influencing service quality include staff competence, the availability of facilities and infrastructure, and the effectiveness of operational management. This study is expected to serve as an evaluation reference for local governments in improving inclusive and sustainable public transportation services.

Abstract

This study examines the implementation of the electric vehicle subsidy policy regulated under Article 1 of Jakarta Governor Regulation Number 38 of 2023, which provides tax exemptions for Battery Electric Vehicles (BEVs). Using a descriptive qualitative approach, this research analyzes how the policy is carried out and identifies the factors that hinder its effectiveness. The findings reveal that although the policy has been implemented according to regulations, its impact on improving air quality and increasing EV adoption remains limited. Key challenges include uneven communication, insufficient resources, suboptimal implementer commitment, and complex bureaucratic structures. The subsidy also tends to benefit higher-income groups, raising concerns about policy equity. Strengthening coordination, enhancing public outreach, and improving governance practices are necessary to optimize policy implementation.

Abstract

The issue of plastic waste in Semarang City has shown a continuous increase along with population growth, economic activities, and the high consumption of single-use plastic products. This condition encouraged the Semarang City Government to establish Mayor Regulation of Semarang City Number 27 of 2019 on the Control of Plastic Use as a policy instrument aimed at reducing plastic waste generation and maintaining environmental balance. This study aims to analyze the implementation of the plastic use control policy in Semarang City and to identify the supporting and inhibiting factors affecting its implementation.This research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation, with informants selected using purposive sampling. The analysis is based on George C. Edward III’s policy implementation framework, which includes communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of Mayor Regulation Number 27 of 2019 has not been fully optimized. The main obstacles include ineffective policy socialization to the public and business actors, limited human resources and supporting facilities, weak consistency in supervision and enforcement of sanctions, and suboptimal coordination among regional government agencies. Nevertheless, several supporting factors were identified, such as the commitment of the local government, the clarity of the regulatory framework, and the increasing awareness of some community members and business actors regarding the importance of reducing plastic use. Based on these findings, this study recommends strengthening continuous and participatory policy socialization, improving the capacity of implementing officials, providing environmentally friendly alternatives to plastic products, and enhancing supervision as well as consistent enforcement of sanctions. These efforts are expected to improve the effectiveness of policy implementation and contribute to achieving environmental balance and sustainable development in Semarang City.
