Abstract

This study is motivated by the persistent problems found in the implementation of digital-based public services through the Si D’nOK application at the Department of Population and Civil Registration of Semarang City, particularly regarding the responsiveness of services to public complaints and reports. This study aims to analyze the implementation of responsive governance in the Si D’nOK application and to identify the supporting and inhibiting factors affecting its implementation. The theoretical framework used in this study is the concept of responsive governance proposed by Zeithaml as cited in Rasdiana and Riski Ramadani (2021), as well as the principle of responsiveness within the good governance framework. This research employs a descriptive qualitative method, with data collected through interviews, observation, and documentation. The results show that the implementation of responsive governance in the Si D’nOK application has generally been carried out, but it has not yet been fully optimal. Several indicators indicating this suboptimal implementation include the ability to respond to citizens, service speed, timeliness of service delivery, and responsiveness to complaints, which result in delayed responses by officers, technical problems within the application system, and the absence of an integrated and systematic complaint- handling mechanism. Meanwhile, the indicators that have been implemented optimally are service accuracy and appropriateness. Supporting factors for the implementation of responsive governance include policy support, the availability of digital platforms, and organizational commitment to improving public services, which are reflected in digital technology and system integration, accessibility and public participation, and service suitability. Conversely, the inhibiting factors consist of limited human resource capacity, technical system constraints, and weak internal coordination in handling complaints, as reflected in human resource capacity limitations and the contextual intelligence of the government.

Abstract

Mangkang Type A Terminal is one of the land transportation hubs in Semarang City that plays an important role in supporting public mobility. However, various user reviews indicate that there is still dissatisfaction with the service and condition of the terminal location. Therefore, this study aims to analyze the influence of service quality and location on user satisfaction of Mangkang Type A Terminal in Semarang City. This study uses a quantitative approach with parametric statistical methods. Data were collected by distributing questionnaires to 100 terminal user respondents using a purposive sampling technique. Data analysis was carried out through validity and reliability tests, descriptive analysis, classical assumption tests, and multiple linear regression analysis including t-test (partial), F test (simultaneous), and coefficient of determination. The results showed that service quality (X₁) has a positive and significant effect on user satisfaction (Y) with a regression coefficient of 0.570, a calculated t value of 10.957 > t-table 1.984, and a significance of 0.000 < 0.05. Location (X₂) also has a positive and significant effect with a regression coefficient of 0.248, a calculated t value of 5.502 > t table 1.984, and a significance of 0.000 < 0.05. Simultaneously, service quality and location have a significant effect on user satisfaction with a calculated F value of 137.036 > F table 3.09 and a significance of 0.000 < 0.05. The coefficient of determination (R²) value of 0.739 indicates that 73.9% of the variation in user satisfaction can be explained by these two variables. In addition, service quality is the most dominant variable in influencing user satisfaction. Based on these findings, terminal managers are advised to improve service quality, especially in the aspects of security and comfort, as well as improve accessibility and traffic management in the terminal area to increase user satisfaction.

Abstract

Village development is a strategic component in realizing community welfare and achieving the Sustainable Development Goals (SDGs), particularly in poverty alleviation and local economic development. One way to achieve this is through the development of tourism villages. Lerep Tourism Village, West Ungaran District, Semarang Regency, is a tourism village that has successfully been classified as an advanced tourism village and has received various awards at the regional and national levels. This study aims to analyze best practices in the development of Lerep Tourism Village and supporting factors for tourism development. This study uses a descriptive qualitative method with data collection techniques through interviews, participatory observation, and documentation. The research analysis refers to the concept of best practices according to Prasojo which includes impact, partnership, sustainability, leadership, and transferability, as well as supporting factors for tourism according to Cooper, namely attractions, accessibility, amenities, and supporting services. The results of the study indicate that the development of Lerep Tourism Village has met the criteria of best practices through economic and social impacts, internal and external partnerships, continuous innovation, visionary leadership, and knowledge transfer activities to other regions. Supporting factors for tourism include the diversity of tourism products, ease of access, availability of supporting facilities, and professionally managed tourism services, although there are still problems in optimizing the role of Pokdarwis at the hamlet level. As a suggestion, it is necessary to strengthen Pokdarwis institutions at the hamlet level and prepare tourism village management documents as development guidelines and references for other tourism villages.

Abstract

This study is motivated by the stunting rate in Semarang City that remains far below the national target, particularly in Tanjung Mas Sub-district, which frequently falls into the red zone (>200 cases) each year. This study aims to analyze the conformity of stunting reduction policy implementation based on Semarang Mayor Regulation Number 45 of 2023, as well as to identify its supporting and inhibiting factors. The method employed is descriptive qualitative, with data collected through in-depth interviews with cadres, midwives, and sub-district officials, direct observation of posyandu activities and stunting programs in the field, and documentation of relevant policy documents and activity reports. The results indicate that of the five policy pillars, the fourth pillar concerning household and community food and nutrition security has not been optimally implemented due to public misconceptions about stunting. Of the six strategies, only the first strategy related to iron-folic acid tablet consumption among pregnant women has been properly implemented, while the remaining five strategies are still hindered by low participation, limited understanding, and infrastructure constraints. Supporting factors include the communication aspect, characterized by effective socialization and routine coordination, and the bureaucratic structure aspect, marked by clear regulations and orderly division of tasks. Inhibiting factors stem from the resource aspect, namely unequal posyandu facilities across areas due to dependence on unevenly distributed CSR funding, and the implementor attitude aspect, reflected in the declining commitment of some cadres due to limited regeneration and slow responsiveness to sanitation infrastructure assistance requests. It is concluded that policy implementation has not been fully optimal on the beneficiary side. It is recommended that the sub-district government strengthen community-based education, equalize resource distribution, accelerate cadre regeneration, and improve responsiveness to sanitation infrastructure assistance requests.
