This study aims to analyze the factors influencing the implementation of agrarian reform policy in Dairi Regency, Indonesia, based on Presidential Regulation Number 62 of 2023. Agrarian reform is a strategic policy designed to address inequality in land ownership and improve community welfare. This research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. The findings reveal that the implementation of agrarian reform in Dairi Regency has been carried out administratively, particularly through land certification programs as part of asset restructuring. However, the effectiveness of implementation is influenced by several factors, including limited human resources, budget constraints, and suboptimal coordination among implementing agencies. In addition, access reform and land dispute resolution have not been optimally implemented. These findings indicate that the success of agrarian reform policy is not only determined by policy design but also by institutional capacity and the broader context of implementation.

Purpose: This study examines the level of internal solidity of the Partai Amanat Nasional (PAN) in Merangin Regency in the context of the 2024 Simultaneous Regional Head Election. Methods: This research used qualitative methods with a case study approach. Data were collected through in-depth interviews with party elites, local party administrators, legislative members, political observers, and academics, complemented by document analysis of party statutes and bylaws, official party decisions, local media coverage, and electoral data provided by the General Election Commission. Results: The findings indicate that PAN Merangin demonstrated functional solidity, reflected in cadre loyalty, short-term organizational stability, and the absence of open internal fragmentation. However, this condition cannot yet be categorized as an institutionalized solidity. Decision-making remains highly centralized, formal conflict resolution mechanisms are weak, and cadre regeneration is not systematically institutionalized. Conclusions: The Partai Amanat Nasional (PAN) in Merangin Regency for the 2024 Simultaneous Regional Elections cannot be categorized as institutionally solid, although cadre loyalty is the cornerstone. Limitations: This study’s limitation is that it focuses only on the dynamics of PAN Merangin's solidity in the context of the 2024 simultaneous regional head elections, thereby limiting the generalizability of the findings to other parties or regions. Contributions: This study contributes to political science and local democracy studies by highlighting the gap between functional solidity and institutional strength within local political parties during regional electoral competitions.

In the context of the global green transition, Indonesia’s energy policy has become a contested arena where decarbonisation agendas, power relations and distributive justice collide. This study analyses how policies, configurations of actors, discourses and power relations shape the distribution of the benefits and burdens of the energy transition, determining the prospects for a just transition. A qualitative approach is employed, using a critical case study design complemented by descriptive quantitative analysis. The findings suggest that Indonesia’s energy transition involves more than just a shift from fossil fuels to low-carbon energy. It also constitutes an arena for the redistribution of power, benefits and risks. Coal production illustrates a paradox in that it contributes to state revenue, energy security and the regional economy, while also concentrating socio-ecological costs. Conversely, nickel and electric vehicles demonstrate that the green economy can perpetuate extractivism and generate new dependencies when resource advantages are not transformed into technological proficiency and equitable value distribution. These findings suggest that energy injustice arises not only as a consequence of policy, but also through political mechanisms determining who reaps the benefits, bears the risks and influences the direction of the transition.
