Abstract

The City of Pekanbaru faces problems related to homeless people and beggars who are spread across strategic locations. This study analyzes the implementation of Regional Regulation Number 3 of 2023 concerning the Administration of Social Welfare using a qualitative descriptive approach. The programs implemented include social rehabilitation (181 people), social security (181 people), social empowerment (201 people), and social protection (113 people). The results show that the Regional Regulation provides a comprehensive legal framework, with the Regional House of Representatives and the Social Service acting as the main implementing institutions. However, its effectiveness is limited due to budget constraints, weak coordination, and a high rate of recidivism. Increasing budget allocation and strengthening cross-sector coordination are required to achieve sustainable social transformation. Keywords: Regional Regulation, Welfare, Homeless People, Beggars.

Abstract

The General Bureau of the Regional Secretariat of Riau Province has implemented E-Office since 2019; however, the management of correspondence and archives in the Correspondence and Archives Sub-division was still conducted conventionally, as reflected by the increase in paper usage in 2023. This study aims to describe the implementation of E-Government in correspondence and archives management at the General Bureau of the Regional Secretariat of Riau Province in 2022-2023. The study employed a qualitative descriptive approach using the Technology Acceptance Model (TAM) by Fred Davis (1989) as the theoretical framework. Data were collected through semi-structured interviews and documentation, with informants selected using the purposive sampling technique. Data analysis was conducted using the interactive model of Miles and Huberman. The findings indicate that the implementation of E-Government in 2022-2023 had not yet operated optimally. Employees continued to use manual methods such as Excel, logbooks, and physical document storage. The inhibiting factors encompassed technical aspects, including the relatively complex design of the E-Office system and inadequate computer equipment; organizational aspects, including a lack of leadership commitment; and human resource aspects, including resistance from some senior employees to system changes. Future research is recommended to examine other factors influencing E-Government implementation, such as organizational culture, leadership characteristics, and effective archive digitalization strategies. Abstract

Stunting is a public health problem that impacts the quality of future human resources and therefore requires multi-stakeholder intervention. This study aims to analyze the implementation of collaborative governance in the stunting prevention program in Pekanbaru City in 2023. The study used a descriptive qualitative approach with data collection techniques through interviews and documentation. The analysis utilized Ansell and Gash's collaborative governance theory, which encompasses initial conditions, facilitative leadership, institutional design, and collaboration processes. The results indicate that collaborative governance in stunting prevention in Pekanbaru City has been implemented through the Foster Parents and Stunting Children (BAAS) Program, involving the Pekanbaru City Government, the National Population and Family Planning Board (BKKBN), the Health Office, the private sector such as PT Pertamina Hulu Rokan (PHR), and the community. The study concluded that collaborative governance in the stunting prevention program in Pekanbaru City in 2023 has been implemented but has not yet been optimally implemented. Stronger regulations are needed to ensure sustainable and effective collaboration in reducing stunting rates. Keywords: Collaborative Governance, Stunting Prevention, Pekanbaru

Abstract

Based on Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 110 of 2016 concerning Village Consultative Bodies, the Village Consultative Bodies (BPD) have important functions and duties in the village government system. The BPD's functions include discussing and agreeing on draft village regulations with the village head, accommodating and channeling community aspirations, and overseeing the village head's performance. These functions are carried out, among other things, to meet community needs, including development. This study aims to determine the implementation of the functions of the Village Consultative Body (BPD) of Marsawa Village in road construction in Marsawa Village, Sentajo Raya District, Kuantan Singingi Regency in 2023. This study uses a qualitative research method with a qualitative descriptive type of research. The theory used for this study uses the theory of Deliberative Democracy to see the extent of the implementation of the BPD's functions. Research results indicate that the function of the Village Consultative Body (BPD) in accommodating and channeling the aspirations of the community has been operating well through citizen dialogue sessions in each hamlet as a participatory forum, especially concerning road infrastructure needs. The BPD's function in discussing and approving draft village regulations is also carried out through the Musrenbang forum, where the BPD acts as a representative institution of the residents. However, decisions are still dominated by the executive, so some aspirations have not been accommodated. The supervisory function over the village head's performance is carried out through dialogue and deliberative meetings, although some programs, such as road construction, have not been realized due to funding limitations and cross-government coordination issues.
