Abstract

Gender inequality remains a persistent challenge in public development policies, particularly in regional planning and budgeting processes. To address this issue, the government implements the Gender Mainstreaming (PUG) policy as a strategy to ensure that gender perspectives are integrated into all stages of policymaking. This study aims to evaluate the implementation of gender mainstreaming in DKI Jakarta Province and to identify the factors influencing its effectiveness. The research employs a qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model through in-depth interviews, document analysis, and observation. Research informants consist of regional government officials involved in the implementation of gender mainstreaming. The findings indicate that the implementation of gender mainstreaming in DKI Jakarta has been supported by policy commitment, regulatory frameworks, and coordination mechanisms among regional agencies. However, challenges remain, particularly differences in officials’ understanding of gender perspectives and limited capacity in gender-responsive planning and budgeting. The study concludes that the success of gender mainstreaming implementation is influenced by institutional commitment, human resource capacity, and effective inter-agency coordination

Abstract

This research is motivated by the phenomenon of viral-based policy, a condition in which public policy is influenced by issues that become viral on social media. The case of the Revision of the Pilkada Law in August 2024 demonstrates the significant role of social media as a public discourse arena that can influence the national policy agenda down to the local level, including in Semarang City. This research aims to analyze the role of social media in the policy agenda setting process through the perspectives of policy actors and the public in Semarang City. This research employs a descriptive qualitative method using the Multiple Streams Framework (MSF) proposed by John W. Kingdon. Data were collected through indepth interviews with informants from the Semarang City Regional House of Representatives, the Semarang City General Election Commission, local media journalists, and student activists. The data were further strengthened through digital observation and digital data extraction (data crawling) from the X platform. The findings indicate that within the problem stream, public conversations on social media increased the visibility of the Pilkada Law revision issue and shaped public attention toward the issue. However, some institutional actors at the local level perceived that the issue was not directly considered an urgent problem for the local community. Within the policy stream, two policy alternatives emerged in public discourse on social media: continuing the proposed revision by the House of Representatives or canceling the revision while adhering to the Constitutional Court’s decision. In the political stream, increasing public attention in digital spaces encouraged political responses from local actors, such as conveying public aspirations to the central government. These dynamics contributed to increasing political attention toward the Pilkada Law revision issue, which eventually led to the cancellation of the ratification of the revision at the national level. This study concludes that social media functions as a key catalyst in opening a policy window by bringing together the three streams, thereby enabling reactive shifts in the government’s agenda. Therefore, this study recommends that the government strengthen its social media listening capacity as a proactive instrument for capturing public aspirations, while balancing digital responsiveness with thorough technocratic policy analysis to maintain the quality of public policymaking.

Abstract

Urban slum settlements represent a structural challenge that demands innovative policy approaches. This study examines the implementation of settlement quality improvement policy through the Vertical Land Consolidation (VLC) program "Rumah Cinta Damai" in Tanah Tinggi Village, Central Jakarta is a pilot project transforming densely populated slum areas into decent vertical housing with legal ownership certainty for affected residents. This research employs a qualitative descriptive approach through in-depth interviews, field observation, and documentation. Implementation analysis is grounded in Ministerial Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 12 of 2019 on Land Consolidation, while driving and inhibiting factors are analyzed using Van Meter and Van Horn's theoretical framework (1975). The findings indicate that the VLC program successfully improved housing quality through a series of stages, including intensive community preparation, community-based institutional formation, housing unit distribution based on the Proportional Percentage Value (PPV) system, and multi-stakeholder collaboration among government, private sector, and community actors. Driving factors include clear policy standards and objectives, adequate resource availability, solid interagency coordination, and persuasive approaches by field implementers. Inhibiting factors identified include policy communication that has yet to bridge the knowledge gap among residents, overlapping programs, dependency on Corporate Social Responsibility (CSR) funding, and the absence of specific Technical Guidelines for VLC implementation. This research recommends the formulation of comprehensive technical regulations, strengthening of sustainable financing schemes, and the development of a structured post-construction monitoring and evaluation system.

Abstract

The high crime rate in an area is an important factor in determining the survival of the community. The existence of crime can have a negative impact on all aspects of life and even lead to death. This is because the number of crimes continues to increase, causing the community to lose trust in the authorities responsible for preventing crime. The Semarang City Police, as the main agency responsible for combating crime in Semarang, has finally decided to implement its latest strategy to deal with this situation. Seeing that Semarang is a city with rapid technological development, the Semarang City Police took this opportunity to make a new breakthrough in their services by creating “LIBAS”. However, it turns out that LIBAS has not brought about significant changes. This is because crime in Semarang City has not subsided each year. In fact, several problems have been identified in various aspects of LIBAS, such as server issues, unaddressed reports, unguaranteed user privacy, and a lack of public understanding regarding the use of LIBAS. Therefore, further analysis is needed to determine the effectiveness of the LIBAS program in its efforts to handle crime cases in Semarang City. This study is a descriptive qualitative study using Sutrisno's Program Effectiveness Theory (2007) to describe the effectiveness of the LIBAS program and G. Shabbir Cheema and Dennis A. Rondinelli's Theory of Program Implementation (1983) to identify the inhibiting factors that affect the effectiveness of the LIBAS program. The data collection methods used were interviews, observation, and documentation to obtain primary and secondary data sources. Meanwhile, the qualitative data analysis techniques used were data reduction, data presentation, and conclusion drawing. Finally, data validity was tested using source triangulation and technique triangulation.
