Abstract

This study aims to analyze the implementation of smart governance in the use of the SIDEMANG application in Talang Kelapa Village. This research employed a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation involving village officials, related agencies, and community users of the application. The data were analyzed through data reduction, data display, and conclusion drawing to identify the effectiveness of smart governance implementation in digital public services. The findings indicate that the implementation of smart governance in the use of SIDEMANG can be seen through three main aspects: policy implementation, transparency, and ICT capacity. In terms of policy implementation, the system has facilitated administrative service delivery and encouraged collaboration among related institutions, although inter-agency coordination still requires improvement. In terms of transparency, the application provides service information and monitoring features that support accountability, but some users still experience difficulties in understanding the procedures. In terms of ICT capacity, the application is generally accessible and functional in supporting online administrative services. However, several obstacles remain, including unstable server performance, limited public digital literacy, and relatively complex registration procedures. Overall, the implementation of smart governance through SIDEMANG has contributed to improving public service quality, but further system improvements and more intensive public socialization are needed to optimize its effectiveness.
