Abstract

This article analyzed the opportunities and challenges of Indonesia maritime diplomacy in the context of the Indian Ocean Rim Association (IORA). As part of the effort to realize the policy of global maritime fulcrum, Indonesia utilizes maritime diplomacy to look for the close cooperation and agreements with IORA member countries. Up to date, Indonesian foreign policy, specifically in the maritime field is tending to be more dominant to the Pacific Ocean rather than the Indian Ocean. Thus, this paper will explain how Indonesia implements its maritime diplomacy within IORA, and what the opportunities and challenges faced by Indonesia inside the association. Using the method of literature study, this descriptive paper uses the concept of maritime diplomacy and global maritime fulcrum in order to explain the study. This paper argues that IORA’s strategic policy in maritime security and economic policies, links with Indonesia policy in global maritime fulcrum. Thus, Indonesia uses maritime diplomacy to take the advantages and opportunities to enhance maritime connectivity and cooperation with IORA members. Nevertheless, several issues challenge Indonesia like the increasing of great power states maritime influence such as India and China in the Indian Ocean, as well as challenges in integrating IORA member states.

Abstract

This paper analyzes Lebanese policy towards Syrian refugees within their country. The prolonged conflict in Syria has generated a large-scale influx of refugees that contributed to the addition of 1.5 million to 4.5 million Lebanon population. While other Middle Eastern countries such as Jordan and Turkey responded by accepting the arrival of these refugees, Lebanon took the opposite response. Through the analysis of securitization theory and the nexus between migration and demographic balance, it can be understood that the Lebanese Government uses a speech of act strategy in conducting securitization. Speech of act is carried out through political discourse and the role of the media in portraying refugees as an existential threat that require special measure to handle them. Lebanon also uses the issue of demographic change, sectarian balance, and the emergence of the new conflicts, as issues that threaten Lebanon domestic stability and security.

Abstract

This article examines victims of human trafficking from the province of Nusa Tenggara Barat (NTB). Existing research on human trafficking has been studied in general terms and rarely includes Indonesian migrant workers. In fact, perpetrators of human trafficking targeted migrant workers. This research was conducted using a qualitative descriptive method and literature study which aims to describe human trafficking of migrant workers from NTB. In addition, this study analyzes underlying factors of human trafficking within the circle of migrant worker groups from the province of NTB. This article employs several concepts as analytical tools, such as the concept of human trafficking and transnational organized crime. This articles contributes to provide recommendation for policy makers in regulating Indonesian migrant workers.
